About The Position

The Procurement and Payment Services (PPS) team serves The University of Texas at Austin as a trusted partner, providing integrated procure-to-payment support, and strategically addressing sourcing, contracting, revenue generating opportunities and payment needs, while safeguarding for the highest-level of qualified and varied supplier performance. This position will collaborate with category managers (if requested work aligns with our 3 category mangers) and internal clients by providing procurement expertise for one or more assigned projects through the entire lifecycle from planning through contract execution.

Requirements

  • Bachelor's degree or additional education in contract management or related field.
  • Three years procurement experience; four years experience in the preparation of contracts and related documents.
  • One year experience with the State of Texas procurement process.
  • Working knowledge of contract documents (plans, specifications).
  • Minimum of one (1) professional purchasing certification must be attained within twelve-month period of appointment to the position. Once, attained, certification must be maintained active.
  • Experience using Excel, Microsoft Word, and eprocurement software.
  • Excellent communication, collaboration and organizational skills, with an ability to manage multiple simultaneous activities in a varied and complex environment.
  • Must be authorized to work in the United States on a full-time basis for any employer without sponsorship.
  • U.S. Citizen.
  • Applicant selected will be subject to government security investigation and must meet eligibility requirements for access to classified information at the level appropriate to the project requirements of the position.

Nice To Haves

  • More than three years administrative experience.
  • Four or more years of experience in the preparation of contracts and competitive solicitation process.
  • Four or more years of experience in State of Texas, Higher Ed procurement process.
  • Advanced Work skills including merging, formatting styles, templates and Excel linked workbooks.
  • Familiarity with Jaggaer or similar source to pay system
  • Experience managing solicitations for in a higher education setting as the procurement lead.

Responsibilities

  • Work with clients to create and finalize all procurement methods available to purchase goods and services, including utilizing pre-established contracts, including Group Purchasing Organizations and cooperative agreements that may provide the best value to the University.
  • Create, issue, and manage the entire procurement process from issuance of the solicitation through execution of purchase order or contract, and including the post award contract life cycle.
  • Partner with University professionals to engage in strategic sourcing, plan and execute needed procurements, create solicitations, manage the selection process and participants to evaluate supplier proposal’s strengths and weaknesses, and support negotiation efforts in the supplier selection.
  • Ensure compliance with all procurement requirements, which apply to The University of Texas at Austin.
  • Participate in creating a sourcing strategy for our clients as we improve our spend under management.
  • Provide expert guidance and consultation to all areas including internal and external constituents regarding procurement, opportunities and budget planning.
  • Create and analyze spend data regarding procurement and revenue generation.
  • Track and report contract cost savings, goals and metrics.
  • Draft executive briefs and other communication content and reports as requested.
  • Maintain expertise, keep abreast of issues and changes in the procurement field by attending professional development conferences and procurement organizations.
  • Remain current with market trends through relationships with suppliers.
  • Maintain a working knowledge of applicable federal, state and local laws, regulations, and internal policies or procedures.
  • Actively participate in Procurement and Payment Services assigned committees and meetings.
  • Ensure the proactive engagement and creation for maximum opportunity for Historically Underutilized Business (HUB) and Federal Small Business (SB) firms.
  • Performs other duties as assigned.
