About The Position

This is a developmental level position and may lead to the next level of the Contracting Officer (Construction) career ladder. After 12 months of successful performance and demonstrable ability to review and edit Statements of Work and Evaluation Criteria, and close out contracts, a one grade increase may be awarded non-competitively and the incumbent remains on this job description (SCC9131). After a total of 24 months of successful performance, and upon obtaining the required certification listed in that Job Profile, the full performance level of work (S36271) is intended. Serves in the Procurement and Contracts Department of the Office of Supply Chain Management at the Headquarters Office in Arlington, VA or Washington Dulles International Airport. Performs progressively complex and responsible Contracting Officer construction functions, under direct supervision, to develop the knowledge, skills, and abilities necessary to perform a wide range of Contracting Officer construction functions. Assists from pre-award and post-award with contracting functions on large dollar value construction, architectural/engineering contracts, and other consulting, supply/service contracts and leasing and maintenance agreements for Ronald Reagan Washington National Airport (DCA), Washington Dulles International Airport (IAD), the Dulles Toll Road, supporting corporate functions. Performs related functions.

Requirements

  • Three years of progressively responsible experience in construction administration or construction procurement and contracting.
  • Knowledge of and ability to learn various types of contracts (e.g., firm-fixed-price, fixed unit price, task order, indefinite delivery and cost-reimbursable) and methods of contracting (e.g., RFPs, RFQs, and IFBs).
  • Skill in managing and administering multiple major procurements and contracts concurrently.
  • Knowledge of and ability to learn to perform detailed analyses of data and information and make recommendations.
  • Ability to speak and write effectively with emphasis on negotiation and persuasive techniques.
  • Ability to use computer hardware and modern office suite software.
  • Ability to establish and maintain effective relationships with contractors, key stakeholders, employees, managers, and others.
  • A state driver’s license in good standing.

  • Experience in the administration of public sector design and construction contracts from solicitation to closeout.

Responsibilities

  • Assists throughout the entire procurement cycle, from “cradle to grave.”
  • Assists in the review of procurement requests, prepares procurement plans, and develops evaluation factors for contracts.
  • Assists in selecting contract type (e.g., firm-fixed price, cost reimbursable, etc.) and determines procurement method.
  • Identifies sources of competition and plans procurement schedule.
  • Assists in the preparation of solicitation documents for Contracts Manager’s review.
  • Incorporates specific terms and conditions required for the particular solicitation.
  • Assists in the preparation analysis offers, including detailed analysis of subcontracting proposals, pricing structures, and schedules and attends negotiations with senior staff, as appropriate, to develop an understanding of processes and negotiations skills.
  • Assists with coordinating procurement method and contract administration for professional services such as A&E contracts, geotechnical, archeological, and other consulting and service contracts.
  • Assists in contract management and contract administration functions.
  • Monitors contractor performance.
  • Performs other duties as assigned.
