About The Position

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community. The Office of the General Counsel (OGC) provides legal representation and advice to the Commissioner and all divisions at ACS. OGC identifies areas of legal vulnerability and coordinates with other Divisions to ensure compliance with court orders, consent decrees, and other legal and regulatory mandates. OGC also works closely with the NYC Law Department to minimize risk and avoid litigation and defend ACS in class action and individual lawsuits. The Office of Procurement manages the procurement of ACS’s contracts for human and non-human services. In conformance with the City’s Procurement Policy Board (PPB) Rules and in close consultation with divisional staff, Procurement staff prepare and coordinate RFPs, competitive sealed bids, negotiated acquisitions and small purchases, and shepherd contract awards through the City’s multi-step registration process, which includes approval by several internal divisions and external oversight agencies. In addition, Procurement staff process contract renewals, extensions, and other amendments.

Requirements

  • A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
  • An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
  • A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
  • A combination of education and/or experience equivalent to “1”, “2”, or “3” above.
  • College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience.
  • All candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
  • Candidates must be PERMANENT (NOT PROVISIONAL) in the CIVIL SERVICE TITLE OF PROCUREMENT ANALYST.

Nice To Haves

  • To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
  • To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

Responsibilities

  • Process procurements in PassPort, such as Competitive Sealed Bids/Proposals, Negotiated Acquisitions/Extensions, Contract Amendments/Renewals, Government–to-Government Procurements, NYS Office of General Services Intergovernmental Procurements, Lease Agreements, Preferred Source Procurements, OTI and DCAS Task and Change Orders.
  • Collaborate and coordinate with all stakeholders involved in the procurement process, and generating reports as needed.
  • Conduct research and compiling information from vendors to draft and finalize responsibility determination reports, using PASSPort.
  • Ensure procurement documents are accurately prepared and adhering to the Rules of the Procurement Policy Board (PPB).
  • Ensure completion of post-registration archiving tasks, including scanning, printing, and filing.
