The Virginia Indigent Defense Commission (VIDC) is seeking a Procurement Officer to join the Finance team. The Procurement Officer plays a critical role in overseeing the solicitation, execution, and contract administration processes for both non-professional goods and services as well as professional services. This includes ensuring strict compliance with the Virginia Public Procurement Act and all relevant state and agency policies and procedures. The primary objective is to effectively balance the considerations of quality, cost, complexity, and timeliness in the procurement of goods and services while maintaining strong relationships with management, vendors, and internal end users. This position is responsible for coordinating all agency Procurements, Surplus, and related operations. This position will also serve as the agency Primary Charge Card Program Administrator. The ideal candidate for this position will possess a strong understanding of data processing techniques for purchase management within agency and Commonwealth systems, including eVA. They should have a working knowledge of relevant procurement regulations such as the Virginia Public Procurement Act (VPPA), the Agency Procurement and Surplus Property Manual (APSPM), and the Commonwealth’s Small Purchase Charge Card (SPCC) program. The qualified applicant is subject to a fingerprint-based background check. The Procurement Officer reports to the Budget and Finance Director and is employed at-will.
