About The Position

The Procurement & Contract Specialist is responsible for supporting organizational purchasing, vendor management, and contract administration functions. This role ensures compliance with regulatory requirements, organizational policies, and funding guidelines, with a strong emphasis on Federally Qualified Health Center (FQHC) operations. The position requires a detail-oriented professional with demonstrated experience in procurement, contracting, and healthcare-related compliance. This is a Limited Term position for 12 Months.

Requirements

  • Bachelor’s degree in business administration, Healthcare Administration, Supply Chain Management, or related field (or equivalent experience)
  • Minimum of 3 years of experience in procurement and/or contract management
  • Demonstrated experience working within a healthcare setting, preferably an FQHC
  • Strong knowledge of federal and state procurement regulations and grant compliance requirements
  • Experience managing vendor contracts and competitive solicitation processes
  • Strong negotiation and analytical skills
  • High attention to detail and organizational ability
  • Ability to manage multiple priorities and deadlines
  • Excellent written and verbal communication skills
  • Sound judgment and problem-solving capabilities

Nice To Haves

  • Experience in a Federally Qualified Health Center (FQHC), Urban Indian Organization (UIO), or similarly regulated healthcare environment
  • Familiarity with IHS, HRSA requirements and Uniform Guidance (2 CFR Part 200)
  • Professional certification (e.g., CPSM, CPCM, or equivalent)

Responsibilities

  • Manage end-to-end procurement processes, including requisitions, vendor selection, price analysis, and purchase order issuance
  • Ensure cost-effective purchasing while maintaining quality and compliance standards
  • Develop and maintain vendor relationships and performance tracking systems
  • Support competitive bidding processes (RFPs, RFQs, IFBs) as needed
  • Draft, review, negotiate, and manage contracts, agreements, and amendments
  • Maintain a centralized contract repository and tracking system for key milestones and renewals
  • Ensure contracts comply with federal, state, and local regulations, including FQHC requirements
  • Collaborate with legal, finance, and operational leaders to align contract terms with organizational needs
  • Ensure adherence to applicable procurement standards, including grant and federal funding requirements (e.g., Uniform Guidance)
  • Support audit readiness and documentation for internal and external reviews
  • Identify and mitigate contractual and procurement risks
  • Partner with department leaders to understand procurement needs and provide strategic guidance
  • Train staff on procurement policies and contract processes as needed
  • Serve as a subject matter expert on procurement and contracting best practices within an FQHC environment
  • Work closely with Finance/AP to reconcile invoices and resolve discrepancies
  • Monitor spending against budgets and identify cost-saving opportunities
  • Assist with cost analysis and reporting
  • Coordinate with departments to forecast purchasing needs
  • Monitor inventory levels and reorder as necessary (if applicable)
  • Ensure timely delivery of critical supplies
  • Participate in internal quality improvement teams. Works with team members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals for the organization, federal and state laws and regulations, and accreditation standards.
  • Compliance with all state and federal laws and regulations, as they pertain to position including; HIPAA, sexual harassment, scope of practice, OSHA, etc.
  • Other duties as assigned.
  • Support equitable procurement practices, including engagement of community-based, minority-owned, and Indigenous vendors where feasible.
  • Develop reporting tools and dashboards to track procurement activity, contract status, and compliance metric
  • Partner with clinical and enabling service leaders to ensure procurement supports integrated care delivery.

  • This position may be grant funded. Continued employment is contingent upon renewed or additional funding and may be discontinued at the close of the grant cycle. Grant funding for any position does not impart any contractual right, either expressed or implied, to remain in Sacramento Native American Health Center, Inc.’s employment for a specific period of time.
