Principal Technical Program Manager

Oracle•Nashville, TN

About The Position

Oracle Cloud Infrastructure’s Region Build Platform team is seeking a Technical Program Manager to improve how OCI services are tested, prepared, and deployed into new cloud regions. The team connects service engineering, Region Build operations, and platform tooling teams to deliver reliable builds and advance toward automated, touchless region deployment. The role drives programs across service onboarding, test lab readiness, and region build automation, including expanding adoption and ongoing use of test environments, coordinating end-to-end validation, and ensuring service configurations and dependencies are ready before a region build begins. During active builds, the role works with engineers to understand failures, identify downstream impact, establish clear ownership, and drive recovery plans through successful validation. It uses those findings to prioritize long-term fixes, close testing gaps, reduce configuration drift, and eliminate repeated manual intervention across future builds. The successful candidate translates complex technical dependencies into executable plans, assesses readiness using test and build evidence, and communicates clear risks and decisions to leadership. Success means faster and more predictable region builds, effective use of test environments, and measurable reductions in recurring failures and operational effort. The position also manages technical and non-technical programs, including complex cross-organizational programs that impact products and business. It develops program plans and workflows, manages dependencies, scope, risks, resources, funding, and milestones, and coordinates stakeholders from planning through execution and reporting. The role promotes process optimization, automation, continuous improvement, data-driven decision-making, and reliable service delivery. It provides technical direction and mentorship to cross-functional teams and works with internal and external stakeholders to align priorities and commitments.
