About The Position

The Principal Technical Program Manager is an IC4 role within Oracle Health Data, Intelligence and Life Sciences (HDILS) Core Services. The position partners with platform engineering teams to plan and execute internal platforms, tools, and reusable services, and leads complex cross-organization technical programs across an approximately 1,800-person engineering organization spanning the US, Canada, Europe, and India. Programs span multiple products and shared platforms deployed across OCI regions and realms, with focus areas including security and compliance, cost and efficiency, developer experience, disaster recovery, migration of legacy AWS regions to OCI, and regional rollout in regulated US federal environments. The role reports to the Senior Director of Program Management and requires US citizenship and a federal clearance. The TPM leads programs through intake, planning, execution, launch readiness, and retrospectives, establishing integrated plans, governance, operating rhythms, measurable outcomes, and executive reporting. The role coordinates security and compliance programs, disaster recovery and resilience work, cloud migrations, platform efficiency and developer productivity initiatives, and cross-functional release readiness. Success includes measurable improvements such as reduced costs and cycle times, improved reliability, and increased engineering productivity. Oracle's HDILS products support hospitals in managing populations to improve patient care and enable research and clinical trials at global scale. Core Services provides foundational, reusable capabilities intended to eliminate engineering bottlenecks, improve consistency, and support developer experience and operational excellence.

  • Establish program governance and operating rhythms, including execution, milestone and risk reviews, executive updates, and action and decision tracking.
  • Partner with senior individual contributors and architects to identify root causes and practical solutions.
  • Ensure programs demonstrate clear return on investment, such as saved engineering hours, improved deployment frequency, or reduced cycle time.
  • Lead security and compliance programs that integrate controls into the development lifecycle using automation and tooling.
  • Partner with Oracle Health and corporate compliance teams on milestones, remediation tracking, evidence readiness, audit preparedness inputs, and release-gating dependencies.
  • Identify and manage risks early with mitigation plans, owners, and timelines.
  • Lead cross-organizational disaster recovery programs to improve resilience across OCI regions and realms in government and commercial environments.
  • Drive disaster recovery strategy and governance, including scope, tiering and criticality, dependencies, runbooks, and timelines.
  • Coordinate disaster recovery readiness using measurable goals such as test plans, RTO/RPO, test status, remediation closure, and operational maturity.
  • Lead large-scale migration and modernization programs, including AWS-to-OCI migrations, dependency mapping, cutover and rollback planning, and production readiness.
  • Partner with OCI hosting, cloud operations, and SRE on environment readiness, change management, incident readiness, and operational launch criteria.
  • Drive platform cost-efficiency and engineering productivity initiatives involving CI/CD, automation, standardization, self-service tooling, and reduced lead time for change.
  • Define success metrics, OKRs, dashboards, and trend reporting, and ensure results remain measurable and sustained after launch.
  • Align engineering functions and cross-functional partners on release readiness, including development, QA, automation, performance, configuration and environment management, UX, technical writing, product management, cloud operations, and services/support readiness.
