About The Position

The Principal Information Systems Analyst with a Data Analytics Specialization supports initiatives in the Los Angeles County Department of Health Services’ Data & Analytics Unit. The unit collects, analyzes, and interprets healthcare data to support decision-making; manages patient-care and operational data; uses analytics to identify patterns, predict outcomes, and improve service delivery; and ensures data integrity, governance, and regulatory compliance.

The role focuses on establishing, maintaining, and applying data governance practices that support accurate, consistent, and reliable analytics and reporting across the organization. It performs complex data analysis to support standardized data definitions and documentation, contributes to data strategies and governance standards, and supports department-wide projects to improve efficiency and effectiveness.

Requirements

• Bachelor’s degree or higher from an accredited institution in Computer Science, Information Technology/Systems, or a closely related quantitative field.
• At least 5 years of experience, including at least 2 years at a Senior Information Systems Analyst level developing and maintaining enterprise-wide data governance standards.
• Strong proficiency in ETL processes and tools, data modeling, and data architecture best practices.
• Experience using project management tools and templates and applying agile methodology to software and data product development.
• Experience developing stakeholder materials, including concise presentations and staff training materials or guides.
• Strong background in data analytics, data governance, and enterprise reporting; experience in a Data & Analytics unit is preferred in the posting’s description of the ideal candidate.
• Experience drafting data governance guidelines or similar policy documents for enterprise organizations.
• Demonstrated experience establishing and applying data standards, definitions, and compliance across analytical environments.
• Proficiency facilitating meetings, taking detailed notes, and managing follow-up actions.
• Strong communication, problem-solving, and technical abilities, including analyzing, building, troubleshooting, and resolving complex data and governance requirements.
• Ability to translate complex data into clear strategic recommendations and promote data-driven decision-making.
• Strong ability to solve complex data integrity and governance issues.
• Knowledge of data analytics and governance frameworks, system design, troubleshooting, performance optimization, agile methodologies, technical and business writing, and stakeholder management.
• Successful clearance through the Los Angeles County Live Scan.

Nice To Haves

• Knowledge of JIRA and Smartsheet is a plus.
• Experience in a Data & Analytics unit.

Responsibilities

• Establish and maintain data governance standards for data elements, business rules, metadata, and reporting logic used across analytical and reporting environments.
• Deliver data governance guidelines, policies, and operational procedures to support data-driven initiatives.
• Conduct data governance operations, ensuring compliance with established guidelines and supporting data-management best practices.
• Develop reports, policy documents, PowerPoint presentations, and other written materials for the Data & Analytics Unit.
• Analyze departmental services and recommend improvements to operational efficiency and data utilization.
• Communicate complex data analytics concepts to technical and non-technical stakeholders to support informed decision-making.
• Assist with maintenance, building, and testing of technical systems and reports.
• Build and maintain stakeholder relationships to support data governance objectives and promote best practices.
• Perform special assignments and projects, including support for strategic unit-wide initiatives.
