Principal Information Systems Analyst - Cloud Specialization
About The Position
The Data & Analytics Unit collects, analyzes, and interprets healthcare data to support decision-making across the Los Angeles County Department of Health Services. The unit manages patient care and operational data, uses analytics to identify patterns, predict outcomes, and improve service delivery, and ensures data integrity, governance, and regulatory compliance. The Principal Information Systems Analyst serves as a technical expert for Azure-based data engineering initiatives, specializing in Microsoft Azure Synapse, Fabric, and modern cloud data architectures. The role designs, implements, and optimizes large-scale data pipelines, cloud-native processing solutions, and integration services, while providing technical guidance and strategic direction across the Data & Analytics organization.
Requirements
- Bachelor's degree or higher from an accredited institution in Computer Science, Information Technology/Systems, or a closely related quantitative field.
- At least 5 years of experience, including at least 2 years at a Senior Information Systems Analyst level creating complex data models from transactional clinical and operational data for interactive business intelligence solutions.
- Skill in writing and optimizing Transact-SQL code.
- Strong proficiency in ETL processes and tools, data modeling, and data architecture best practices.
- Experience with big data technologies and frameworks such as Hadoop, Spark, and Kafka.
- Experience with PySpark, distributed data processing, and notebook-driven development.
- Deep understanding of cloud-based data platforms such as AWS, Azure, Google BigQuery, or Oracle Cloud Infrastructure.
- Experience using project management tools and templates and applying agile methodology to software and data product development.
- Experience developing stakeholder materials such as dashboard reports, concise presentations, and staff training materials or guides.
- At least 5 years of experience with data visualization tools such as Tableau and PowerBI.
- Hands-on development experience with Azure Functions, including C# application development and cloud integrations.
- Familiarity with DevOps and CI/CD practices for cloud data platforms.
- Strong system design, troubleshooting, and performance optimization skills.
- Ability to influence technical direction, evaluate new technologies, and drive architectural decisions.
- Excellent communication skills, including the ability to explain complex technical concepts to technical and non-technical audiences.
- Ability to work independently, lead through influence, and manage multiple complex initiatives simultaneously.
- Successful clearance through the County of Los Angeles Live Scan process.

Responsibilities
- Serve as a technical subject matter expert for Azure-based data engineering and analytics platforms.
- Architect, design, and implement scalable data processing and integration solutions using Azure Synapse Analytics and Microsoft Fabric.
- Develop and optimize end-to-end data pipelines for ingesting, transforming, and delivering large volumes of structured and unstructured data.
- Implement cloud-native data processing using notebooks, PySpark, and distributed compute frameworks.
- Design and maintain ETL solutions supporting medallion architecture patterns, including bronze/raw, silver/curated, and gold/consumption-ready layers.
- Develop and maintain Azure Function Apps, including backend services and integrations using C#.
- Ensure performance, reliability, security, and cost optimization of Azure data solutions.
- Define and enforce data engineering standards, best practices, and architectural patterns.
- Collaborate with enterprise architecture, security, and DevOps teams to align solutions with organizational standards.
- Support production operations, troubleshoot complex issues, and drive root cause resolution.
- Create data models from transactional clinical and operational data for interactive business intelligence solutions.
- Develop stakeholder materials, including dashboard reports, presentations, and staff training materials or guides.
