About The Position

The Manager, Power Market Regulatory Compliance is responsible for owning and operating AGPT's regulatory compliance program across various ISOs, PUCT and State Authorities, FERC, and site-level regulatory obligations. This role serves as the central compliance interface between Trading, Site Operations, regulatory agencies, and internal/external counsel, ensuring AGPT maintains compliance with all applicable market, reporting, certification, and regulatory requirements. Commercial responsibilities include understanding AGPT strategic positioning and identifying and reporting key risks and market moving developments. The position combines strategic regulatory oversight with hands-on compliance execution, including PUCT Power Marketer certification, ERCOT and FERC compliance programs, Form 556 administration, regulatory reporting, compliance governance, and regulatory risk monitoring.

Requirements

  • 10 to 15 years’ experience in energy regulatory compliance, power markets, utility operations, energy trading support, or related functions.
  • Working knowledge of ERCOT, PUCT, and FERC regulatory requirements.
  • Strong project management, organizational, and stakeholder management skills.
  • Excellent written communication, documentation, and analytical capabilities.

Nice To Haves

  • Preferred experience with wholesale power marketing, Form 556 filings, MBR compliance, EQR reporting, ERCOT market participation, and regulatory agency interaction.
  • Prior legal experience helpful, but not required

Responsibilities

  • Lead AGPT's PUCT Power Marketer certification and maintain ongoing certification requirements, including renewals, periodic reporting, material-change notifications, and regulator interactions.
  • Own AGPT's ERCOT, PUCT, and FERC compliance programs, ensuring all regulatory obligations are completed accurately, timely, and supported by appropriate documentation.
  • Serve as the primary internal point of contact for regulatory matters and coordinate with internal/external counsel on compliance, certification, and regulatory interpretation issues.
  • Manage required FERC filings, including Market-Based Rate (MBR) compliance activities, Electric Quarterly Reports (EQR), and other applicable wholesale power marketer reporting obligations.
  • Administer FERC Form 556 certification and recertification processes for qualifying facilities, including annual reviews, change assessments, filing coordination, and record retention.
  • Identify and evaluate operational, ownership, capacity, fuel, or organizational changes that may trigger regulatory filings, recertifications, or agency notifications.
  • Serve as the primary compliance liaison to AGPT operating sites across upstream and downstream assets.
  • Coordinate recurring data collection, compliance workflows, and regulatory submissions across site teams.
  • Support Site Managers in fulfilling their regulatory responsibilities through structured processes, documentation requirements, and regular communications.
  • Maintain the Site Manager sign-off process to ensure accountability, submission accuracy, and governance compliance.
  • Maintain AGPT's regulatory obligation register, compliance calendar, and evidence repository.
  • Ensure all filings, certifications, approvals, correspondence, and supporting documentation are retained in an organized, audit-ready manner.
  • Track compliance activities, approvals, due dates, and evidence of completion across all regulatory programs.
  • Monitor ISOs Protocols, PUCT proceedings, FERC rulemakings, enforcement actions, and NERC developments that may affect AGPT's operations.
  • Evaluate regulatory changes and emerging compliance risks and recommend appropriate business or operational responses.
  • Prepare periodic compliance dashboards, risk assessments, and management reports summarizing key regulatory developments and recommended actions.
  • Administer environmental attribute registry activities, including Texas REC, M-RETS, PJM-GATS, and WREGIS account management, generation reporting, credit retirements, and renewals.
  • Review ISO and market settlement information in coordination with Trading and Site Operations to identify potential compliance issues, reporting concerns, or regulatory anomalies.
