About The Position

The Bureau of Public Health Clinics (BPHC) mission is to promote a healthy community by providing New Yorkers with the resources needed to make informed and empowered health decisions; identify and treat tuberculosis and provide immunization and sexual health services regardless of ability to pay or immigration status. To achieve its mission, the BPHC provides direct clinic services to people seeking health care; monitors disease trends; provides education and training to service providers and community groups; conducts research; and develops policies and programs to deliver high quality clinical care which best serve New Yorkers. The Bureau of Public Health Clinics (BPHC) is seeking a public health professional to serve as a Policy Coordinator. The Policy Coordinator will report directly to the Director of Programs and Policy and will oversee the development of policies to improve the health of New Yorkers through our public health clinics; this will include policies aimed at reducing the risk of acquiring or transmitting sexually transmitted infections including HIV, accessing reproductive health care including medication abortion, accessing tuberculosis testing and treatment, and accessing immunization services. This person will also manage the policy and regulation requirements for running Article 28 clinic.

Requirements

  • Expertise and experience in public health approaches to improving clinical care
  • Knowledge of relevant federal, state, City laws and regulations, including Article 28 regulations
  • Experience working with community-based organizations and other governmental and health care organizations
  • Highly organized and detail-oriented, strong multi-tasker
  • Excellent written and oral communication skills
  • Creative thinker
  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • Three years of responsible full-time research experience in the appropriate field of specialization.
  • At least two years of experience described in '2' above.

Responsibilities

  • Research federal, state and City laws and regulations related to BPHC services and maintain a compilation of all relevant regulations and statutes
  • Research and write policy statements, reports, position papers and present findings to BPHC senior leadership
  • Research policy questions, identify appropriate federal, state and local laws that may impact a potential policy.
  • Supervise one staff member, External Affairs and Communications Associate.
  • Work collaboratively with BPHC staff to develop a legislative and policy agenda focused on improving New Yorkers' sexual health, tuberculosis treatment and immunization access.
  • Establish and maintain relationships with stakeholders, both within and outside government. Networking or affiliating with appropriate organizations working towards comparable goals, and with policy counterparts within the Health Department and at other community or government offices.
  • Monitor and report on proposals for legislative and regulatory changes introduced at the federal, state, and City level that could impact services rendered at BPHC clinics.
  • Work collaboratively with the Office of the General Counsel of the Agency to advance policy proposals to the City Board of Health or State legislature.
  • Serve as the liaison to the Agency Office for Intergovernmental Affairs.
  • Develop and maintain a compilation of federal, state and City laws and regulations related to BPHC services.
  • Write policy statements, reports, position papers.
  • Research policy questions, identify appropriate federal, state and local laws that may impact a potential policy.
