This position requires full-time, onsite attendance Monday through Friday in the Baltimore metropolitan area. The Policy Analyst will coordinate and collaborate with internal Directorates and external National, DoD, and AF IT programs and agencies. They will drive the identification, continual assessment, interpretation, and implementation of National, DoD, and AF strategies and guidance for application to AGENCY missions. This role involves coordinating and collaborating with staff from DoD organizations and Federal agencies to interpret, develop, and modify strategies and policies to ensure efforts meet program needs. The analyst will also plan organizational and resourcing strategies, assist in implementing policies, and define annual performance metrics. Additionally, they will support training planning and execution as necessary, coordinate/collaborate with the Air Force Research Lab (AFRL) on all Tech Transfer program trainings, database updates, and external agreements. The role includes developing, coordinating, and reviewing Air Force Office of Research and Technology Applications (ORTA) interagency agreements such as Cooperative Research and Development Agreements (CRADAs), Educational Partnership Agreements (EPAs), Material Transfer Agreements (MTAs), and Non-Disclosure Agreements (NDAs). The analyst will analyze, reconcile, update, and maintain data in the Defense Tech Transfer Information System (DTTIS) to develop tech transfer reports and metrics. As the appointed Self-Assessment Program Manager (SAPM), they will identify and manage Division inspection documentation by entering them into the Air Force Inspection Agency (AFIA), Management Internal Controls Toolset (MICT) to ensure compliance with Air Force policies and support preparation for AFIA inspections and audits. As the appointed Records Management Professional, they will maintain directorate electronic records by regularly reviewing and updating files, removing outdated versions, replacing them with the most recent updates, and storing all documents in their designated locations for easy access and compliance. The role also involves assisting with the development, staffing, and publishing of Operating Instructions (OIs), and assisting in the management and maintenance of OIs, including periodic annual reviews. The analyst will interpret, staff, track, and develop final work products in response to multiple daily internal taskers and external ETMS2 taskers. They will assist in maintaining a database with a running history of all external ETMS2 and Email Taskers, showing internal staffing and final results. A completed Files folder system with all historical responses for both internal customer and external ETMS2 Taskers, searchable by consistent repeatable file name extensions, will be maintained. The analyst will assist the customer's Support Agreement Manager (SAM) in the development of Memorandums of Agreement and Understanding (MOA/MOU) and 7600A Reimbursable Support Agreements. They will maintain a high-level Agreements Tracker showing the status of CRADAs, EPAs, MTAs, and NDAs, including current status notes and an archive of past completed ORTA Interagency agreements. Finally, the analyst will assist in the development, review, and editing of internal and external Memorandums and maintain a Policy SharePoint site providing public access to current CRADAs, EPAs, MTAs, and NDAs.
