About The Position

The New York City Taxi and Limousine Commission (TLC) is seeking a Policy Analyst to join the Policy Research Unit within the agency’s Policy and External Affairs Division. The Policy Research Unit works to review, monitor, evaluate, address, and implement a diverse set of policies affecting the for-hire transportation industry and the communities it serves. Recent research priorities within the Unit span a range of labor, technology, and transportation planning issues including algorithmic pricing and wage-setting, automated vehicle safety and workforce impacts, and curb management and congestion mitigation. This is a position for someone who is interested in transportation and workforce policy and who understands the value of bringing data to bear on complex policy and programmatic challenges. The ideal candidate can get up to speed quickly on unfamiliar topics, diving into the weeds on an issue without losing sight of the big picture.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above
  • Education and/or experience which is equivalent to the above
  • At least one year of experience as described in the first requirement

Responsibilities

  • Conducting policy and data research and analysis
  • Drafting policy recommendations, memos, and reports
  • Presenting recommendations to senior staff and external stakeholders
  • Analyzing data relating to industry, mobility, and labor trends
  • Conducting qualitative research through stakeholder engagement
  • Tracking legislative, technological, and industry developments in New York and other jurisdictions
  • Representing the division and agency in meetings with stakeholders and other City agencies
