About The Position

The Alberta Emergency Management Agency (AEMA), under the authority of the Emergency Management Act, leads the coordination and co-operation of all organizations involved in emergencies and disasters. This includes emergency and disaster prevention, preparedness, response, and recovery. The Alberta Emergency Management Agency (AEMA) is accountable and responsible to the GoA, to Albertans, to their communities, and to industry for the protection of people, their property, and the environment from the effects of emergency events. Alberta relies on a decentralized “system” for managing the various types of emergency events that occur every year. The AEMA accomplishes its objectives by leading the co-ordination, collaboration and co-operation between all entities involved in prevention, preparedness, response, and recovery activities within this diverse system. Our agency also works to ensure vital public services, such as government services and first responders, are available during a crisis.

Requirements

  • University degree in Public Administration, Business Administration, Disaster and Emergency Management, or Political Science or related field PLUS 2 years progressively responsible related experience; or equivalent
  • Strong analytical and critical thinking skills, with the ability to synthesize complex information into clear, actionable recommendations
  • Demonstrated strong research and analysis skills
  • Excellent oral and written communication skills suitable for high-stakes, executive-level audiences
  • Proven ability to work collaboratively across teams and with senior leadership and external partners
  • Sound judgment in navigating sensitive or high-profile policy and legislative issues

Nice To Haves

  • Knowledge of the emergency management field across federal, provincial, and municipal levels
  • Knowledge of the emergency 911 Act and its regulations.
  • Demonstrated experience in developing legislation, regulations, or policy in a government context
  • Familiarity with the Government of Alberta’s legislative development and approval processes
  • Experience supporting or participating in emergency response or coordination efforts
  • Capacity to recognize and propose innovative approaches to complex policy challenges

Responsibilities

  • Leading and coordinating environmental scans to monitor national and international emergency management trends
  • Synthesizing research into reports and recommendations for legislation and policy development
  • Coordinating and contributing to legislative and policy review projects
  • Developing and implementing stakeholder engagement strategies and materials
  • Analyzing research to build evidence-informed policy options and recommendations
  • Drafting briefing notes, Cabinet Reports, and other strategic documentation
  • Participating in cross-government policy initiatives and consultations
  • Tracking and supporting the approval process for legislative and policy proposals
  • Providing expert guidance to municipalities exploring regional collaboration for emergency management
  • Advising internal teams on approval processes and contributing to major AEMA initiatives
  • Supporting the Provincial Emergency Coordination Centre during emergency activations
