About The Position

The New York City Taxi and Limousine Commission (TLC) is the City agency responsible for regulating for-hire transportation in New York City. The TLC oversees a transportation ecosystem that moves nearly 1 million riders daily and is entering a new era focused on driver and passenger dignity, corporate accountability, and a transportation system that works together. The agency is seeking a Policy Analyst to join the Policy Research Unit within the Policy and External Affairs Division. This unit reviews, monitors, evaluates, addresses, and implements policies affecting the for-hire transportation industry. Recent research priorities include labor, technology, and transportation planning issues such as algorithmic pricing, automated vehicle impacts, and curb management. The Policy Analyst will support the agency by conducting policy and data research and analysis, drafting recommendations, analyzing industry and labor trends, engaging with stakeholders, tracking legislative and industry developments, and representing the division in meetings.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above
  • Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least one year of experience as described in '1' above.

Responsibilities

  • Conducting policy and data research and analysis
  • Drafting policy recommendations, memos, and reports
  • Presenting recommendations to senior staff and external stakeholders
  • Analyzing data relating to industry, mobility, and labor trends
  • Conducting qualitative research through stakeholder engagement
  • Tracking legislative, technological, and industry developments in New York and other jurisdictions
  • Representing the division and agency in meetings with stakeholders and other City agencies
