About The Position

Under general direction and supervision, the Policy Analyst provides program, legislative, and policy analysis and assists the Authority in designing, implementing, and auditing organizational policies and procedures, including drafting and regularly updating the Administrative Plan, the Admission, Continued Occupancy Policy, and other policies as required. The Policy Analyst shall perform all these responsibilities in service of the Oakland Housing Authority (OHA)'s social enterprise mission to achieve statutory objectives, including increasing housing choice for low-income families, helping such households achieve self-sufficiency, and ensuring cost-effective expenditures of OHA funds.

Requirements

Range 1: A bachelor’s degree, preferably with a major in Urban Planning, Public Policy, Public Administration, or a closely related field, AND three years of increasingly responsible project management, policy analysis, and/or quantitative research experience.
Range 5: A master’s degree, preferably with a focus in Urban Planning, Public Policy, Public Administration, or a closely related field, AND five years of increasingly responsible project management, policy analysis, and/or quantitative research experience.
Possession of a California driver’s license and an insurable driving record.
Basic principles of modern public administration; statistical and budget analysis.
Fair Housing Laws.
Research methods, strong quantitative and technical capacity.
Assisted housing programs, education, or health delivery systems and programs.
Research process and quantitative research methods.
Strong writing, public speaking, organizational, project and time management skills.
Policy analysis, database development or management, collecting and compiling data from a variety of sources.
Automating processes to provide and share information.
Development of analytical tools.
Use of modern software applications such as Microsoft Office programs (Word, Excel, Access, PowerPoint).
Ability to interpret rules and regulations and train others on interpretation.
Analyze complex data sets from multiple sources; identify trends.
Provide recommendations on outputs that inform and guide programs and new program development.
Communicate effectively (oral, written and graphic) with diverse populations, including low-income individuals, OHA staff and senior management, community members, service providers, and public officials.
Develop and implement policy for public housing and voucher programs.
Evaluate data, manage multiple tasks.
Understand and follow applicable laws, regulations, policies and procedures.
Embody the agency’s mission, strategic vision, and leadership goals each day with fervor and commitment.

Nice To Haves

Bilingual skills in ASL, Mandarin, Cantonese, Vietnamese, and/or Spanish are a plus.
Data visualization software such as Tableau.
Statistical software products such as SAS, SPSS, STATA or R; GEO Coding/GIS Mapping (a plus).

Responsibilities

Provides program oversight and guidance regarding federal, state, and local legislation, regulation, and policy that impact public housing, fair housing, Housing Choice Voucher, and other programs that assist low-income families.
Conducts analysis of regulatory guidance to determine impact on the Authority.
Drafts correspondence for signature by the Executive Director or similar senior staff level leadership.
Coordinates and participates in internal and external audits, compliance reviews, research studies, and program evaluations.
Assists with implementing strategic goals and operational objectives.
Assesses departmental and agency-wide performance metrics for reporting to the US Department of Housing and Urban Development, as well as other regulatory agencies.
Collects data and performs analysis on agency policy initiatives, fair housing and innovations, including those related to Moving to Work (MTW) activities.
Makes recommendations on strategies and procedures, and assists with the implementation of the program and policy and procedure modification.
Implement data collection strategies to monitor compliance with fair housing laws and assess the impact of housing policies.
Collaborate with others at all levels of the organization and with external stakeholders to build coalitions and to lead and/or complete cross-departmental projects.
Drafts procedures and process workflows for implementation of organizational policy.
Utilizes insights from fair housing laws and community needs to develop or revise policies that enhance access to housing for marginalized groups.
Assists client departments with developing strategies to improve performance and management.
Writes, prepares, and coordinates grant proposals and annual reports with accuracy, compliance, and appropriateness.
Collects, cleans, and verifies data for various research projects.
Maintains existing databases and collects and designs new data sources for analysis.
May supervise the work of interns and/or support staff.
