About The Position

The University of Miami is seeking a Police Lieutenant (Operations) to command assigned divisions and/or units as directed by the Chief of Police. This role involves significant administrative functions, including budget preparation and monitoring, purchasing, payroll, policy implementation, operational planning for special events, training, fleet management, facilities management, quartermaster, personnel, and weapons management. The Lieutenant will conduct research, prepare staff studies, and make recommendations for operational improvements, setting goals and objectives aligned with the Department and University mission. This position is a Tier 1 emergency employee, essential in any University emergency. Lieutenants can be assigned to Operations or Administrative/Support Services. The Operations Division Lieutenant manages uniform patrol and K-9 operations, ensuring efficient delivery of services, compliance with policies, and achievement of public safety objectives. This includes personnel deployment, shift operations, field supervision, response to calls, proactive enforcement, K-9 program oversight, and special initiatives. The Lieutenant monitors performance, addresses safety concerns, coordinates resources, and fosters professionalism and community-oriented policing. They also oversee the Field Training Officer (FTO) Program and new officer onboarding, ensuring successful integration and development. The role involves operational planning, policy implementation, and collaboration with campus and external agencies. The K-9 program compliance with training, certification, deployment, and operational standards is also a responsibility. The Administrative/Support Services Lieutenant oversees Criminal Investigations, Threat Assessment, Special Events, and Off-Duty Employment programs, providing strategic direction. They also manage crime prevention and community affairs initiatives, fostering positive relationships and coordinating community engagement. This role assists with planning, resource allocation, policy development, and program evaluation.

Requirements

  • Bachelor’s degree in relevant field
  • Law Enforcement Certification
  • Minimum of five years of law enforcement experience
  • At least three years of supervisory experience at the rank of sergeant or above
  • Knowledge of business and management principles.
  • Ability to direct, manage, implement, and evaluate department operations.
  • Ability to establish department goals and objectives that support the strategic plan.
  • Ability to effectively plan, delegate and/or supervise the work of others.
  • Ability to lead, motivate, develop, and train others.

Responsibilities

  • Commands the assigned divisions and/or units as directed by the Chief of Police.
  • Performs administrative functions including budget preparation and monitoring, purchasing, payroll, policy implementation/review, operational planning for special events, training, fleet management, facilities management, quartermaster, personnel, and weapons management.
  • Conducts research, prepares staff studies, and makes recommendations for the improvement of operations.
  • Develops goals and objectives to align with the mission of the Department and University.
  • Provides status reports for senior staff on a regular basis.
  • Attends and participates in meetings and events with campus key partners and other external stakeholder groups.
  • Supervises the work of sworn and non-sworn direct reports.
  • Reviews reports from police sergeants, civilian supervisors, and other subordinates.
  • Prepares work schedules.
  • Identifies available personnel and resources required to carry out the operations of the Department.
  • Conducts performance evaluations and manages personnel matters.
  • Manages and investigates employee complaints and makes recommendations for discipline.
  • Communicates the directives from senior staff to Department personnel.
  • Ensures clear and open communication among all levels of the Police Department.
  • Motivates subordinates to accomplish the goals and objectives of the department.
  • Manages, supervises, and coordinates the Department’s uniform patrol and K-9 operations (Operations Division).
  • Ensures efficient and effective delivery of patrol services, compliance with departmental policies and procedures, and achievement of organizational goals and public safety objectives (Operations Division).
  • Ensures the smooth and efficient functioning of all patrol activities, including personnel deployment, shift operations, field supervision, response to calls for service, proactive enforcement efforts, K-9 program oversight, and special operational initiatives (Operations Division).
  • Monitors operational performance, addresses emerging public safety concerns, coordinates resources, and fosters a culture of professionalism, accountability, and community-oriented policing (Operations Division).
  • Oversees the Department’s Field Training Officer (FTO) Program and the onboarding of newly hired officers (Operations Division).
  • Ensures the K-9 program maintains compliance with applicable training, certification, deployment, and operational standards (Operations Division).
  • Oversees the Department’s Criminal Investigations, Threat Assessment, Special Events, and Off-Duty Employment programs (Administrative/Support Services Division).
  • Oversees the Department’s crime prevention and community affairs initiatives (Administrative/Support Services Division).
  • Coordinates community engagement efforts, implements proactive crime prevention strategies, and ensures a strong departmental presence in support of public safety, outreach, and stakeholder collaboration (Administrative/Support Services Division).
  • Assists with planning, resource allocation, policy development, and the evaluation of programs and services within the division (Administrative/Support Services Division).
