About The Position

Qualus is seeking a PMO Property and Right of Way Project Manager to manage real property and right-of-way activities supporting capital projects, operations, maintenance, and external customer requirements. This role involves leading acquisition documentation, landowner coordination, Land Agent consultant oversight, and easement requirement construction support for various land rights. The Project Manager will coordinate with internal and external stakeholders to ensure property and ROW requirements are identified, scheduled, budgeted, obtained, documented, and maintained according to company standards and project needs.

Requirements

  • Bachelor’s Degree in Business, Real Estate, Land Use Planning, Construction Management, Engineering, Public Administration or a related field; or the equivalent combination of education and experience.
  • A minimum of five years of directly related professional experience in right-of-way, real estate acquisition, property management, land services, permitting, infrastructure development, utility project delivery or a related field.
  • Working knowledge of utility easements, deeds, title review, legal descriptions, property records, survey exhibits, appraisals, landowner agreements, property acquisition and real estate documentation.
  • Knowledge of utility rights of way, access requirements, construction impacts, landowner stipulations, restoration obligations and property-related project risks.
  • Ability to negotiate effectively with landowners, agencies, contractors, consultants and other stakeholders while protecting company interests and maintaining constructive working relationships.
  • Ability to analyze title, land rights, and project information; form conclusions; and provide practical solutions to support project delivery.
  • Ability to coordinate cross-functional project teams and support outcomes under direct authority.
  • Strong written and verbal communication skills, including the ability to prepare correspondence, document negotiations, explain complex property issues and speak effectively with customers, landowners, agencies and employees.
  • Proficient with Microsoft Office applications and capable of using company systems, mapping tools, document management systems and project tracking tools as required.
  • Ability to manage competing priorities, maintain accurate records and support project schedules under changing conditions.

Responsibilities

  • Manage property and right-of-way activities that support capital projects, operations, maintenance activities and external customers where real property rights are affected or must be acquired.
  • Lead the acquisition and administration of easements, fee property, access rights, rights of entry, licenses, encroachments, temporary work areas and related property agreements.
  • Support projects through planning, scoping, routing, public involvement, permitting, acquisition, condemnation, construction and reclamation phases.
  • Identify project property and ROW requirements; provide budget estimates, expected durations, anticipated dependencies, and schedule inputs for project planning and project controls.
  • Coordinate with project managers, and other internal stakeholders, as directed, to align property and ROW activities with design, construction and operational requirements.
  • Research and evaluate title, ownership, land rights, property boundaries, parcel information, legal descriptions, recorded documents, existing easements and related real estate records.
  • Coordinate, as directed, with cadastral survey, land survey, engineering and design teams to establish ownership, parcel boundaries, easement locations, legal descriptions, exhibits and temporary or permanent property requirements.
  • Prepare, review, administer and maintain property and ROW documents under the direction of the Company PMO and Property Group Leadership, including easement exhibits, offer letters, rights-of-entry agreements, permit applications, landowner correspondence, stipulation records and project support documents.
  • Negotiate with landowners, agencies and third parties regarding easements, compensation, access, stipulations, temporary work areas, construction impacts, restoration obligations and other terms needed to support project execution.
  • When directed by the project manager, oversee ROW contractors, acquisition consultants, appraisers, surveyors and related service providers to ensure company standards, schedules, documentation requirements and project commitments are met.
  • Coordinate landowner communications before construction to determine all access and construction requirements and support project manager during construction to resolve landowner issues, access concerns, construction conflicts, property damage concerns and stipulation compliance issues that could affect construction progress.
  • Track compliance with landowner stipulations and construction-related property commitments; coordinate temporary work areas, access changes, release forms, damage claims and post-construction restoration or reclamation issues.
  • Support project management with documentation, data, settlement activities, mediations, testimony or other support for condemnation or dispute resolution activities when required.
  • Maintain accurate property, ROW, permit and land-rights records; ensure original executed easements and related documents are routed for recording and record retention.
  • Provide technical guidance to the project teams regarding property rights, easement requirements, permit requirements, access restrictions and landowner commitments.
