About The Position

This role is for a Hybrid/Local PM/BA with experience in regulatory, compliance, Business Process Re-engineering (BPR), RAID logs, Subject Matter Experts (SMEs), governance, and Change Management. The position is located in Columbia, SC, with a duration of 12 months. Initially, the role is onsite with the potential for hybrid work once the resource is acclimated, with the onsite/remote ratio determined by the manager. Nationwide candidates are welcome, and South Carolina residency is not required. Travel costs for onsite work are the responsibility of the resource. The primary objectives include delivering projects on time, within scope, and budget; providing expert project management for planning, scheduling, execution, risk mitigation, and reporting; offering business analysis expertise for requirements definition, impact assessment, and solution validation; and improving project transparency through documentation, dashboards, and communication. The Contractor will report to the Director of Admin IT or a designated project executive, with regular updates required.

Requirements

  • Minimum 7 years project management experience with moderate to high complexity.
  • Demonstrated experience in business analysis and process redesign.
  • Minimum 5 years' experience managing IT, regulatory, compliance, or enterprise-level initiatives.
  • Ability to work independently with limited supervision and communicate effectively with all levels of the organization.
  • Ability to work with diverse technical and business teams and maintain confidentiality.
  • Ability to work at a high-volume and fast pace.
  • Deadline driven.
  • Bachelor's degree required.

Responsibilities

  • Lead end-to-end project delivery, including scope, schedule, budget, risk, quality, communication, and resource coordination.
  • Develop and maintain project plans, RAID logs, communication plans, status reports, and executive updates.
  • Manage cross-functional teams including internal IT, vendors, SMEs, and agency partners.
  • Facilitate work sessions to validate scope, requirements, and deliverables; maintain alignment with sponsors and stakeholders.
  • Identify risks and issues; recommend and implement mitigation strategies.
  • Support procurement processes as needed (RFPs, SOWs, vendor oversight) consistent with state and Admin procurement standards.
  • Ensure compliance with agency policies, security requirements, records management standards, and project governance frameworks.
  • Lead structured requirements elicitation including interviews, workshops, journey mapping, process modeling, and data analysis.
  • Document clear, testable requirements: business, functional, nonfunctional, user stories, and acceptance criteria.
  • Define current-state and future-state processes, workflows, and data flows; quantify KPIs and business value.
  • Translate requirements into solution designs in collaboration with architecture, security, data, and infrastructure teams.
  • Evaluate build-vs-buy options and support creation of diagrams, models, and integration patterns when required.
  • Develop change management and communication plans.
  • Coordinate UAT, cutover activities, readiness planning, and post-launch support.
  • Support adoption using metrics, user feedback, and continuous improvement loops.
