About The Position

The Financial BA/PM will report to the State functional manager and provide status updates on assigned tasks. The resource should be able to work independently with minimum guidance to enhance the current application's user interface to be interactive and self-guided primarily in financial areas of SC Child Support Application. This role involves working closely with the State Functional Manager and Business Analysts to identify areas for improvement within PACSS and deliver practical, actionable recommendations. The analyst will analyze existing workflows to uncover inefficiencies and pain points, design optimized workflows for complex processes in alignment with South Carolina business requirements, and propose enhanced functionality for complex financial activities within PACSS. Additionally, the role includes designing self-guiding workflows, such as guided navigation, tooltips, and contextual assistance, for critical areas like order entry and financial adjustments, as well as user-friendly features like step-by-step wizards, contextual help, and automated guidance. The position requires conducting stakeholder interviews, collaborating with other Business Analysts on test scenarios and cases, and participating in functional meetings for user-reported issues, enhancements, and bug triage.

Requirements

• 5+ years of experience working as a Business Analyst
• 5+ years of experience working with financial operations such as receipts, distribution, disbursements, recoupment, and/or reconciliation
• 5+ years of experience with workflow design and system enhancement
• 5+ years of experience conducting Stakeholder Interviews
• 5+ years with SQL Querying
• Bachelor's degree or 5+ years of experience working with Child Support systems
• Proficiency in MS Office suite
• Ability to communicate (orally and written) effectively with technical, non-technical staff, customers/stakeholders (State and Federal) and executives

Nice To Haves

• Experience with Microsoft Team Foundation Server (TFS) and Microsoft Test Manager
• Experience with Agile or Waterfall methodology
• Preference for a degree in Finance or IT

Responsibilities

• Participate in regular functional meetings focused on user-reported issues, enhancements, and bug triage to review progress, discuss solutions, and align on priorities.
