About The Position

This is an onsite/local Government BA/QA/PM/Trainer position requiring 15+ years of experience with Agile, Azure DevOps, Jira, vendor management, curricula design, and licensing system experience. The role involves performing complex business analysis, coordinating with vendors, identifying process improvements through automation, and providing quality assurance consultation. The position also includes developing training curricula and conducting formal training sessions. Requirements

  • 8 Required Experience with Agile methodologies, user story creation, working as part of an Agile team, participating in all Agile ceremonies, and leading Refinement and Sprint planning sessions.
  • 8 Required Experience using Azure Dev Ops, Jira, or similar.
  • 8 Required Performs highly complex (senior-level) business analysis work.
  • 8 Required Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
  • Experience in business analysis and quality assurance for licensing systems, particularly within Texas state licensing agencies.
  • Deep understanding of the license life cycle, including new license application and management processes.
  • Skilled in creating detailed user stories, defining acceptance criteria, and performing manual testing to ensure functionality and compliance.
  • Strong ability to interact with end users to gather requirements, validate solutions, and ensure a seamless user experience.

Nice To Haves

  • Previous experience working with TDA systems.

Responsibilities

  • Coordinate the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
  • Coordinate with outside vendors and contractors to complete projects and service requests; and defines, assigns, and evaluates their work.
  • Identify opportunities to improve business processes through automation and help prepare proposals to develop new systems.
  • Consult on the analysis of an application, troubleshoots system problems, and implements solutions.
  • Provide complex quality assurance consultation to, or oversight of, projects, assignments, or special initiatives.
  • Review complex project deliverables such as charters, design documentation, test plans, and risk assessment plans; and provide comments and suggestions to document owners.
  • Develop training curricula and conduct formal training sessions covering assigned systems modules.
  • Develop the design and/or review of test cases; processes change requests.
  • Consult on the analysis of an application, troubleshoot system problems, and recommend solutions.
  • Provide quality assurance consultation to projects, assignments, or special initiatives.
  • Develop and review test cases; process change requests; and manage a project's scope, acceptance, installation, and deployment.
  • Maintain assigned business relationships with vendors, seek best value for new and renewing technologies, and review and approve monthly and annual invoices.
  • Follow all TDA policies and procedures.
  • Perform other duties as assigned.
