About The Position

Virginia State Police (VSP) is looking for a senior Business Systems Analyst with 6+ years of experience to perform complex business analysis and technical tasks such as project planning, process improvement, writing requirements, system design, data analysis, interface analysis, system testing, system rollout and system support. The focus is to enhance and support VSP's biometric processes, particularly those utilizing VSP's Multimodal Biometrics Identification System (MBIS) and LiveScan systems for fingerprint capture. This role involves leading the review and evaluation of current business systems, recommending and implementing process improvements, creating and evaluating user requirements and system needs, and eliciting requirements through various techniques like brainstorming, data mining, document analysis, and user interviews. The analyst will produce requirements artifacts, perform gap analysis, contribute to organizational change management, facilitate risk analysis, and participate in project test plans and system testing, including user acceptance efforts. Additionally, the role includes defining user roles and access, representing VSP's interests with vendors, creating training materials, and providing end-user training.

Requirements

  • 6+ years of experience as a Business Systems Analyst.
  • Proficient in Organizational Change Management.
  • Understanding of business analysis concepts such as identifying and interpreting risk assessments.
  • Ability to produce requirements and related artifacts such as test cases, requirements traceability matrix, business rules, interface requirements.
  • Ability to produce requirements and related artifacts such as use cases, activity diagrams, error validations and role based system profiles.
  • Ability to manage security access and user profile management.
  • Ability to work collaboratively with various groups within VSP and VSP vendors to ensure requirements are vetted and documented.
  • Ability to analyze functional/nonfunctional system requirements.
  • Ability to re-engineer business processes.
  • Ability to identify how new applications and business processes will integrate with or replace existing business processes.
  • Excellent communication skills in English and the ability to communicate with internal customers in nontechnical terms.
  • Proficient with Microsoft Products (Word, Excel, Visio, PowerPoint).
  • Strong organization, administrative, analytical, problem solving and interpersonal skills.
  • Self-motivated and able to develop rapport and positive working relationships with coworkers and the agency at large.

  • Experience with VSP's Multimodal Biometrics Identification System (MBIS).
  • Experience with LiveScan fingerprint capture systems.

Responsibilities

  • Contribute to and drive a collaborative effort to support organizational change management.
  • Facilitate risk analysis.
  • Participate in the creation and subsequent reviews of project test plans.
  • Lead system testing including drafting test plans, tracking testing activities and documents final user acceptance efforts with business stakeholders.
  • Define user roles and user accesses to applications.
  • Represent VSP's interests with vendors and collaborate with them to help meet project needs.
  • Create training materials and provide end-user training.
