About The Position

The Planning Supervisor is responsible for planning, scheduling and coordinating all aspects of work to be performed for United Water New Rochelle and United Water Westchester. This role involves both short-term and long-term planning. The supervisor will administer management policies and directives, and train and evaluate staff on their performance related to planning and scheduling functions. The planning and scheduling function is central to coordinating all known maintenance activity, describing jobs in terms of execution and required resources. This position serves as the primary contact between the Maintenance and Operations groups for daily work activities. The role also includes managing the InFor database system for Westchester, tracking operational and financial information, and reporting statistical data to regulatory bodies. System testing and implementation of integrated business systems are also key responsibilities. The incumbent will be the subject matter expert for the maintenance management system for both above and below ground facilities. Weekly reviews of performance indicators (KPIs) such as schedule compliance, staff utilization, efficiencies, overtime, and backlog are required, along with reviewing the upcoming week's work schedule with supervisors and managers. The position demands the ability to prepare written technical reports, interact effectively with various stakeholders including management, bargaining unit employees, regulators, consultants, municipal officials, health officers, customers, contractors, and the public. Knowledge of applicable health and safety regulations, water quality monitoring practices, and water industry standards is essential. The role requires monitoring and adhering to departmental operational and capital budgets, organizing workload to meet deadlines, working independently, and handling confidential correspondence. Establishing procedures for contingencies, emergencies, and adequate staffing is also part of the duties. The supervisor will manage work in progress by private contractors, verify work quality, and assist the Engineering Department with capital project prioritization. Control reports and progress charts for analysis and corrective actions are to be provided. The incumbent must be part of the Westchester On Call Team and participate in the Emergency On Call Rotation, responding to emergency calls and working extended hours as needed. Support on special projects assigned by management is also expected. A commitment to health, safety, and environmental protection is required, including complying with safety programs, demonstrating safe work practices, and reporting non-conforming conditions.

Requirements

  • 3-5 years related work in operations is required.
  • Previous supervisory experience required.
  • Proficient computer skills (Microsoft suite, Google, Adobe, InFor, GIS, CC&B, HACH WIMS, PeopleSoft, etc.).
  • Extensive knowledge with the asset management/maintenance management (InFor) systems.
  • Superior interpersonal and communication skills and the ability to develop and maintain good working relationships internally (management / bargaining group) as well as externally (local, county, state agencies) etc.
  • Excellent management and organizational skills.
  • Ability to prioritize and work simultaneously on several projects.
  • Operate effectively within a team atmosphere.
  • Strong analytical, statistical and data management skills.
  • Capable of shifting priorities frequently and effectively under pressure.
  • Demonstrated commitment to promoting a safe work environment.
  • Must be able to read complex operations and financial reports.
  • Must be able to write detailed reports and prepare and deliver presentations.
  • Must be able to analyze complex operational and technical challenges and resolve same.
  • Primary functions require sufficient physical ability and mobility to work in a field/office environment: to walk, stand, and sit for prolonged periods of time: to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties.
  • Ability to lift, carry, push and/or pull moderate amounts of weight.

Nice To Haves

  • Bachelor’s degree in business administration or related field is preferred or equivalent work experience.
  • Familiarity with the “KEY” maintenance management system is preferred.

Responsibilities

  • Understanding aspects of jobs within the Operations group to describe accomplishments and estimate required man-hours and resources.
  • Serving as the principal contact and liaison between the T&D Department System Maintenance and Production, along with other supported departments.
  • Responsible for long-range planning, including regular analysis of backlog relative to available resources.
  • Responsible for short-range planning and scheduling, including initial job screening, analysis of job requirements, job research, detailed job planning, job preparation, materials needed/procurement, job scheduling and coordination, and daily schedule adjustment.
  • Full utilization and user training associated with the current and future InFor database management systems for Westchester.
  • System testing and implementation of integrated business systems used in decision making within Westchester.
  • Acting as the "subject matter expert" in the field of maintenance management systems for above and below ground facilities.
  • Weekly review of performance indicators (KPI) related to schedule compliance, staff utilization, efficiencies, overtime, backlog, and non-value added time.
  • Reviewing the next week’s work schedule with department supervisors/company managers.
  • Preparing written technical reports and interacting effectively with management, bargaining unit employees, regulators, consultants, municipal officials, health officers, customers, contractors, and the general public.

  • Maintaining department records and files.
  • Participating in developing and implementing the department’s operational scheduling and standard operating procedures.
  • Managing work in progress of private contractors to verify quality, accuracy, and completeness of work, reports, and invoices.
  • Providing assistance to the Engineering Department in the prioritization of Capital Projects.
  • Providing control reports and progress graph charts for regular analysis and corrective actions.
  • Responding to emergency calls and working extended hours as needed, as a member of the Westchester On Call Team and participating in the Emergency On Call Rotation.
  • Providing support on special projects as assigned by the Manager of Asset & Workforce Management and/or Westchester’s management team.
