About The Position

Depending on the qualifications of the candidate, this position will be filled at either Planner I, II, or III/Senior Planner level. Position performs a wide range of current and long-range professional planning duties to effectively manage the growth and development of the Town. Duties include but are not limited to the formulation, implementation, and modification of the Town of Eagle’s Land Use and Development Code and comprehensive land use plans, bringing current projects through the development review process, managing consultants, and working with all department staff to ensure process and procedures are in place. This position is also responsible for aiding other Town of Eagle departments with a variety of special projects. Planner III is differentiated from Planner I and II in the complexity of cases, code amendments, and policy work completed. Performs other job-related duties as assigned. This position is very dynamic and provides abundant opportunities for professional growth. The applicant should have a strong background in development review and project management but will be encouraged to pursue areas of interest and will have the ability to gain experience in many different facets of planning, community development, and economic development.

Requirements

  • Valid driver’s license and acceptable motor vehicle record required
  • Strong computer skills including graphics, GIS experience preferred
  • Superior written and verbal communication and presentation skills
  • Exceptional interpersonal skills, ability to interact with the public, council members, and commissions
  • American Institute of Certified Planners (AICP) Certification preferred for Planner I, II, or III level preferred
  • A combination of education and experience will be considered
  • Planner I, requirements: A minimum of a bachelor’s degree in Urban/Regional Planning, Urban Design, Architecture or related field and one to two years of experience in Municipal, County, or Regional Planning.
  • Planner II requirements: A minimum of a bachelor’s degree in Urban/Regional Planning, Urban Design, Architecture, or related field and two - four years of experience in Municipal, County, or Regional Planning. Master’s degree preferred.
  • Planner III requirements: A minimum of a bachelor’s degree in Urban/Regional Planning, Urban Design, Architecture, or related field and four - six years of experience in Municipal, County, or Regional Planning. Master’s degree preferred.
  • Knowledge of Microsoft Office Suite, internet, office management and record keeping skills required
  • Knowledge of financial practices of municipal accounting and budgeting
  • Knowledge of Adobe Creative Suite and GIS or similar graphics and analytics program is strongly preferred
  • Excellent written and verbal communication skills including the ability to interact with all levels of personnel, including the Town Council, town employees, applicants, and the public in a positive and cooperative manner
  • Knowledge of comprehensive and practical planning and development concepts
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations
  • Knowledge and ability to provide quality customer service; willingness to actively look for ways to help people

  • Ability to sit in front of a computer monitor and use keyboarding skills for significant periods of time is required.

Responsibilities

  • Perform rotating planner of the day desk duties, including but not limited to, responding to inquiries from the public, applicants, and other Town of Eagle departments regarding planning, zoning, land use regulations, and department procedures.
  • Assists with pre-application conferences discussing and interpreting regulations, plans, and policies related to proposed projects.
  • Process, review and analyze land use applications, for compliance with applicable provisions of the Town's zoning code and applicable plans and policies.
  • Compiles and analyzes a variety of data on economic, social, and physical factors affecting land use, and prepares graphic and narrative reports on data.
  • Presents staff reports and recommendations to the Planning Commission and Town Council.
  • Formulates recommendations, prepares, and presents technical staff reports for assigned land use cases to appointed boards and elected officials.
  • Assists with the preparation of resolutions, ordinances and agreements related to land use applications.
  • Assists with facilitation of public meetings including the preparation of graphic materials for presentations of land use applications, community outreach efforts, and planning studies/reports.
  • Assists Director/Town Planner with budget preparation and fiscal duties.
  • Reviews complex project proposals to include compliance adherence of applicable regulations, policies, and guidelines.
  • Exhibits leadership skills and works in partnership with town staff to advance Departmental goals, objectives as well as the Town’s strategic goals.
  • Coordinate activities with other departments, outside agencies, and the public as it relates to land use applications, code violations, or other special projects.
  • Work with other staff to enforce violations of the Town of Eagle’s zoning and municipal codes.
  • Communicates responsibly and courteously to all customers; provides effective, efficient service to internal and external customers.
  • Maintains effective working relationships throughout the organization and the community.
  • Expertly utilizes communication skills including diplomacy, conflict resolution and mediation.
  • May exercise management of interns or team members of special projects as assigned.
  • Assesses development applications in relation to their compliance with applicable regulations, policies and guidelines and subsequent preparation of written recommendations for presentation to review boards and commissions.
  • Researches, analyzes, drafts, and recommends amendments to the Town's zoning code and master plans.
  • Assists with the management of consultants hired to support the Town with planning projects.
