About The Position

Central Valley Regional Center (CVRC) is a non-profit corporation, funded by the State of California to provide services to persons with developmental disabilities. At CVRC, our mission is to help individuals with intellectual and developmental disabilities, and children at risk, to reach their goals. With offices in Merced, Fresno, and Visalia, we support over 35,000 individuals with developmental disabilities in the Central Valley, including Mariposa, Madera, Fresno, Tulare, Merced, and Kings counties. We accomplish this by coordinating resources and collaborating with other agencies to develop the best services for Clients and families, valuing diversity, respecting individual rights and choices, and committing to excellence, honesty, and cost effectiveness in service delivery. Responsible for the accurate and timely administration of biweekly payroll, employee benefits, leave of absence payroll integrations, expense and mileage reimbursements, payroll accounting, and related compliance activities for an organization of approximately 900 employees. This position serves as a technical resource in payroll and benefits administration, ensuring compliance with federal and California wage and hour laws, company policies, collective payroll procedures, and regulatory requirements. The Payroll Technician performs complex payroll and benefits functions utilizing ADP and related systems, reconciles payroll-related accounts, supports audits, participates in year-end payroll activities, and provides exceptional customer service to employees and management. The position exercises sound judgment maintains strict confidentiality of employee information, and may provide training, guidance, and backup support in payroll and benefits administration.

Requirements

  • Associate's degree in accounting, finance, business administration, human resources, or a related field; or an equivalent combination of education and payroll-related experience.
  • Three (3) years of progressively responsible experience in payroll administration or similar role, processing high-volume, multi-department payrolls for a workforce with a significant hourly employee population.
  • Experience administering payroll through computerized payroll systems and HRIS platforms.
  • Experience reconciling payroll records, preparing payroll-related journal entries, and maintaining payroll accounting records.
  • Ability to analyze payroll data, identify discrepancies, and resolve complex payroll and benefits issues.
  • Ability to prioritize multiple deadlines while maintaining a high degree of accuracy and confidentiality.
  • Demonstrated customer service, interpersonal, verbal, and written communication skills.
  • Ability to exercise sound judgment when handling sensitive and confidential information.
  • Valid California driver's license, reliable transportation, and proof of insurance.
  • Must have the ability to travel to all CVRC offices (Fresno, Visalia, Merced) as assigned or required.

Responsibilities

  • Processes and validates biweekly payroll for approximately 900 employees, including both hourly and salaried staff, ensuring accuracy, timeliness, and compliance with applicable regulations.
  • Reviews, audits, and reconciles employee timesheets for accuracy and compliance with California wage and hour laws, overtime requirements, meal and rest period requirements, and established workweek schedules.
  • Administers payroll processing through ADP and related systems, maintaining employee payroll records and system data.
  • Processes final pay, retroactive payments, supplemental pay, and other payroll adjustments in compliance with California requirements.
  • Identifies and resolves payroll discrepancies and system issues through research, analysis, and coordination with internal departments and third-party vendors.
  • Processes employee benefit deductions and benefit-related payroll transactions.
  • Administers payroll and benefit time integrations for employees on various leaves of absence, including coordinating benefit deductions and tracking leave-related payroll activity.
  • Provides support during annual open enrollment and throughout the year for benefit elections, qualifying life events, and benefit changes.
  • May serve as a backup resource for benefit-related inquiries, changes, and administrative processes as assigned.
  • Assists employees and managers with payroll and benefit-related questions and issues while providing responsive and professional customer service.
  • Contacts employees and managers regarding timesheet discrepancies, missing or inaccurate timecard entries, payroll corrections, benefit deduction issues, and leave-related payroll changes.
  • Provides one-on-one assistance, guidance, and training regarding payroll processes, timekeeping, and payroll-related policies and procedures.
  • Assists in developing, maintaining, and updating payroll and benefits reference materials, communications, procedures, and SharePoint content.
  • Prepares payroll-related journal entries and supporting documentation for Finance and Accounting.
  • Reconciles payroll-related general ledger and balance sheet accounts.
  • Compiles, reconciles, and prepares payroll-related disbursements including benefit premiums, retirement contributions, taxes, garnishments, and other deductions.
  • Processes employee mileage and expense reimbursements in accordance with organizational policies.
  • Prepares payroll reports, benefit reports, accounting schedules, and other required internal and external reporting.
  • Maintains payroll records in accordance with regulatory requirements and organizational retention standards.
  • Supports internal and external payroll and benefit audits by preparing documentation, conducting research, reconciling records, and responding to auditor inquiries.
  • Participates in fiscal year-end and calendar year-end closing processes.
  • Assists with year-end payroll balancing, benefit reconciliations, W-2 processing activities, payroll tax reconciliations, and benefit rate updates.
  • Supports implementation of regulatory, payroll, tax, and benefit-related changes.
  • Maintains strict confidentiality of payroll, benefits, compensation, and employee information.
  • Establishes and maintains effective working relationships with employees, managers, auditors, vendors, and external agencies.
  • Supports effective and efficient business practices while maintaining a high level of accuracy and attention to detail.
  • Performs other related duties and special projects as assigned.
