Requirements

  • Equivalent to one year of general administrative experience in payroll and human resources recordkeeping and data entry (for Payroll Technician I).
  • Equivalent to two years of payroll and personnel experience (for Payroll Technician II).
  • Knowledge of general office methods, practices, and procedures.
  • Ability to acquire working knowledge of, and independently select and apply, CSU policies, procedures, programs, guidelines, applicable state and federal laws, educational codes, and collective bargaining agreements.
  • Ability to acquire the skill to use web browsers, electronic calendaring programs, ERP/HRIS, and data management systems.
  • Ability to audit and reconcile data.

Responsibilities

  • Perform standardized payroll and personnel duties for student and other academic employees in PeopleSoft/CHRS and PIMS.
  • Provide high-level customer service at the front desk reception in Payroll Services.
  • Provide information on payroll and personnel, and guidance on routine matters.
  • Run daily pay warrant register reports and share with the campus Disbursement Team.
  • Create and maintain new hire packets.
  • Answer phone inquiries and look up employees in PeopleSoft/CHRS and PIMS.
  • Distribute in-coming mail, subpoenas, personnel records requests, and audit inquiries.
  • Process Absence Management timesheet data entry.
  • Maintain Payroll documents such as timesheets, Employment Payroll Transaction forms, Employee Action Forms (EAR), and medical leave documents.
  • Assist with New Hire Orientations.
  • Process a high volume of payroll invoices for the College of Continuing Education.
  • Maintain and monitor employee leave records, run queries, review, audit, reconcile and correct data, compute net pay, process time reporting records, leave accruals, entitlements, judgments, levies, garnishments, and wage withholding orders.
  • Enter payroll and personnel transactions, prepare documents, verify and audit information in preparation for payment release.
  • Respond to payroll requests.
  • Prepare payroll/HR data reports and worksheets.
  • Process a wide range of confidential, technical payroll and personnel transactions for assigned units.
  • Calculate pay for staff, management, tenure and tenured track faculty, temp faculty, student assistants, instructional students, and graduate student employees across various pay plans.
  • Process employment status transactions such as promotions, demotions, appointments, probationary, leave of absence, reclassifications, retirements, and separations.
  • Handle troubleshooting, resolution, and answering questions across all collective bargaining units, state and federal laws, technical letters, MOUs, and policies.
  • Calculate and process complex workers compensation, disability, leave with/out pay, AWOL, military leave, garnishments, and court-ordered wage withholding orders.
  • Calculate leave accruals and update the campus ERP/HRIS PeopleSoft system.
  • Learn and update two databases: Payroll Input Management System (PIMS at the SCO) and PeopleSoft CHRS for all transactions.
  • Work closely with the State Controller’s Office and other state agencies.
  • Serve as a member of the campus Payroll team and take lead work direction from the Payroll Lead.
