About The Position

This position is for a Payroll Technician I/II at Sacramento State. The Payroll Technician I performs standardized payroll and personnel duties for student and other academic employees, provides customer service at the front desk, answers inquiries, and processes routine matters. Responsibilities include running reports, maintaining new hire packets, answering phone inquiries, distributing mail, processing timesheet data entry, maintaining payroll documents, assisting with new hire orientations, processing payroll invoices for immediate pay, and monitoring employee leave records. The Payroll Technician II processes a wider range of confidential and technical payroll and personnel transactions, ensuring timely and accurate pay for various employee types across different pay plans. This includes handling employment status changes, troubleshooting complex issues related to collective bargaining units, state and federal laws, and policies. The role involves calculating and processing workers' compensation, disability, leaves of absence, garnishments, and court-ordered wage withholding orders. The incumbent will update two databases, Payroll Input Management System (PIMS) and PeopleSoft CHRS, and work closely with the State Controller’s Office.

Requirements

  • Working knowledge of general office methods, practices and procedures.
  • Ability to acquire working knowledge of, and independently select and apply, CSU policies, procedures, programs, guidelines, applicable state and federal laws, educational codes, and collective bargaining agreements.
  • Ability to acquire the skill to use web browsers, electronic calendaring programs, ERP/HRIS, and data management systems.
  • Ability to audit and reconcile data; interpret and apply written rules and regulations; establish and maintain effective working relationships with others; exercise tact, courtesy and good judgment in responding to others; use current computer word processing and spreadsheet software programs; perform mathematical calculations; accurately enter data; follow oral and written instructions; communicate effectively with others; and read and write at a level appropriate to the position.
  • Equivalent to one year of general administrative experience in payroll and human resources recordkeeping and data entry which has provided the above knowledge and abilities.
  • Knowledge of general payroll and/or human resources procedures
  • Ability to interpret policies and procedures, then apply sound decisions under direct supervision.
  • Working knowledge of personal computer hardware and software such as Microsoft Office, i.e. Excel, Word, PowerPoint, Teams, ERP/HRIS and related data management systems.
  • Communicate clearly and effectively, both oral and written using good business English, grammar and appropriate terminology.
  • Ability to work in a fast-paced environment and have good customer services skills.

  • In addition to the Payroll Technician I abilities, must be able to: select and apply a wide variety of moderately complex policies, procedures, programs, and applicable state and federal laws, educational codes, and collective bargaining agreements that are not clearly described in available guidelines; organize work, set priorities, and meet critical deadlines; establish and maintain effective working relationships with others; perform mathematical calculations; work independently; make sound decisions and recommendations regarding payroll activities; use current computer word processing and spreadsheet software programs, web browsers, electronic calendaring programs, ERP/HRIS, and data management systems; and read and write at a level appropriate to the position.
  • Equivalent to two years of payroll and personnel experience which has provided the above knowledge and abilities.
  • Knowledge of general payroll compliance, policies and procedures

  • Knowledge of personal computer software such as Microsoft Office, i.e. Excel, Word, PowerPoint, Outlook, Teams, ERP/HRIS and other payroll data management systems.

  • Ability to work in a fast-paced environment exhibiting good customer services skills.
  • Ability to interpret pay practices and policies, then apply business math skills to employee paychecks (e.g. the ability to correctly calculate salaries, disability payments, percentages, fractions)

Responsibilities

  • Perform standardized payroll and personnel duties necessary to appoint and pay Student and other academic employees in the PeopleSoft/CHRS and PIMS database.
  • Provide high level of customer service to student, staff, faculty and management employees as walk-in customers at the front desk reception in Payroll Services.
  • Provide information on payroll and personnel, and provide guidance and assistance on processing routine matters such as answering questions and communicating established policies and procedures to customers.
  • Run daily pay warrant register reports to share with campus Disbursement Team via a secured folder.
  • May create and maintain new hire packets.
  • Answer phone inquiries and look up employees in PeopleSoft/CHRS and PIMS database to resolve an inquiry or determine an appropriate Payroll Technician for resolution.
  • Distribute in-coming mail.
  • Process Absence Management timesheet data entry if necessary.
  • Maintain Payroll documents, i.e. timesheets, Employment Payroll Transaction forms, Employee Action Form (EAR), medical leave documents, etc.
  • Assist with New Hire Orientations.
  • Process a high volume of payroll invoices for the College of Continuing Education to execute immediate pay for faculty instructors.
  • Maintain and monitor employee leave records, run queries, review, audit, reconcile and correct data, compute net pay, process time reporting records, leave accruals, entitlements, judgments, levies, garnishments, and wage withholding orders, enter payroll and personnel transactions, prepare document, verify and audit information in preparation for release of payment; respond to payroll requests; and may prepare payroll/HR data reports and worksheets.
  • Process a wide range of confidential, technical payroll and personnel transactions.
  • Ensures timely and accurate pay for assigned units across campus.
  • Calculate and process complex workers compensation, disability, leave with/out pay, AWOL, military leave, garnishments and court ordered wage withholding orders.
  • Calculates leave accruals and updates the campus ERP/HRIS PeopleSoft system.
  • Learn and update two databases, Payroll Input Management System (PIMS at the SCO) and PeopleSoft CHRS for all transactions.
  • Work closely with the State Controller’s Office, other state agencies, serves as a member within the campus Payroll team and takes lead work direction from the Payroll Lead.
