About The Position

The City of Greensboro Finance Department is seeking a detail-oriented and analytical Payroll Analyst to join the Financial & Administration Services Division. This position supports the accuracy, compliance, and integrity of the City's payroll and timekeeping operations. Supporting the Assistant Payroll Manager, the Payroll Analyst monitors payroll activities, analyzes and resolves discrepancies, maintains critical payroll system configurations, and serves as a key resource for payroll staff, department Liaisons, and other City partners. The Finance Department plays a critical role in safeguarding the City's financial resources and supporting responsible financial management across the organization. Within the Financial & Administration Services Division, the Payroll team helps ensure employees are paid accurately and timely while maintaining effective payroll systems, financial controls, reporting, and compliance with applicable requirements. As a Payroll Analyst, you will support the Assistant Payroll Manager in the administration and oversight of payroll functions while serving as the team lead for Payroll Technicians. You will audit timekeeping and payroll data, research discrepancies, maintain system configurations, perform reconciliations, support reporting, and help ensure payroll processes remain accurate, compliant, and efficient. This job is Exempt and is not subject to the overtime provisions of the Fair Labor Standards Act.

Requirements

  • Associate's Degree or higher "OR" an equivalency of CPP (Certified Payroll Professional) with 7+ years of related payroll experience.
  • 4+ years of payroll best practices; federal and state processing regulations regarding payroll and taxes
  • Experience with an ERP payroll system, Workforce Management/Infor, or "directly" related payroll processing systems
  • Proficient in using Microsoft Office 365 (Word, Excel, PowerPoint, OneNote, Copilot, etc.)

Nice To Haves

  • Bachelor's Degree or higher in Accounting, Finance, Business Administration (MBA or BBA) fields
  • Management or supervisory experience with direct reports.
  • 7+ years of Payroll experience, Infor, and WFM experience.
  • Payroll processing experience within a local government, state agency, county, or public educational system

Responsibilities

  • Audit employee timekeeping records in Workforce Management (WFM) to verify hours worked, attendance, schedules, pay and attendance codes, adjustments, and supporting documentation.
  • Research and resolve payroll-impacting discrepancies in collaboration with department Liaisons and other City departments.
  • Perform authorized historical edits and leave balance audits.
  • Provide guidance to department Liaisons regarding timekeeping requirements, coding practices, discrepancy resolution, and WFM procedures.
  • Review payroll data, including earnings, deductions, taxes, benefits, and reporting, to identify errors, unusual activity, and compliance concerns.
  • Prepare, reconcile, and process monthly benefit reports and the North Carolina Pension report, as well as quarterly and year-end payroll reports.
  • Coordinate annual payroll year-end rollover activities with Benefits and IT Business Operations, including system configurations, tax rates, wage bases, deduction limits, and pay and deduction codes.
  • Maintain, monitor, and test payroll pay and deduction codes to support accurate tax, benefit, accounting, reporting, and payroll processing.
  • Develop and execute payroll system test scenarios and test payrolls to validate system updates and identify potential impacts to employee pay, taxes, deductions, reporting, accounting, and system interfaces.
  • Serve as the lead contact for payroll-related Infor support tickets, including troubleshooting, testing, documentation, and resolution.
  • Coordinate special payroll projects and provide analytical and operational support for payroll initiatives.
  • Serve as the first backup to the Payroll Technician for payroll processing during absences.
  • Partner with Finance staff to reconcile payroll registers and payroll-to-general-ledger accounts, research variances, and coordinate corrections.
  • Serve as team lead for Payroll Technicians by providing day-to-day guidance, coordinating assignments, reviewing work for accuracy, and supporting team development.
  • Maintain accurate payroll documentation and follow established policies, procedures, internal controls, and regulatory requirements.
  • Collaborate with employees, Finance staff, department managers, Liaisons, IT, and other stakeholders to resolve payroll issues and maintain effective payroll operations.
