About The Position

Under general supervision, the HR Specialist supports the Employee Relations function by providing consistent, timely, and policy-aligned guidance to employees, supervisors, and managers. The position conducts impartial fact-finding reviews, supports complaint resolution and progressive discipline, maintains accurate case records and data, and helps ensure compliance with applicable DJJ policies, State Personnel Board rules, and federal and state employment requirements. The specialist collaborates with the Office of Legal Services and may serve as a liaison to external agencies and other stakeholders.

Requirements

  • An equivalent combination of education, training, and directly related experience that provides the knowledge, skills, and abilities required to perform the essential functions of the position.
  • Proficiency with Microsoft Office applications and the ability to learn agency case-management, human resources, and records systems.
  • Ability to produce clear, accurate, and well-organized written work products and communicate effectively with employees at all organizational levels.
  • Successful completion of a background investigation, which may include criminal-history, employment-history, reference, and other job-related checks permitted by law and agency policy.
  • Compliance with DJJ policies, confidentiality requirements, standards of conduct, and applicable State of Georgia employment requirements.
  • Ability to maintain any job-related credentials, access authorizations, or training required for assigned duties.

Nice To Haves

  • Two years of professional-level experience in human resources, including at least one year involving employee relations, workplace fact-finding, performance management, policy interpretation, EEO/ADA compliance, or a closely related function; or
  • Professional experience managing employee complaints, conducting workplace fact-finding reviews, and advising leaders on corrective or disciplinary action.
  • Experience handling matters involving Title VII, EEO, ADA, harassment, retaliation, or related employment requirements.
  • Employee relations experience within a government, public safety, corrections, juvenile justice, law enforcement, or similarly regulated environment.
  • Certification or formal training in mediation, workplace fact-finding, EEO, human resources, or a related specialty (for example, SHRM-CP/SHRM-SCP, PHR/SPHR, or certified mediator credentials).

Responsibilities

  • Review employee complaints and other workplace concerns; assess jurisdiction, urgency, conflicts of interest, and the appropriate response.
  • Coordinate the agency’s Faithful Service Awards program by receiving awards, ensuring they are signed by the Commissioner, and distributing them to the appropriate member of leadership.
  • Draft and review professional correspondence, case summaries, memoranda, notices, and other employee relations documents.
  • Create, organize, secure, and retain employee relations files in accordance with confidentiality, records-retention, and information-security requirements.
  • Enter and maintain accurate case information in the employee relations tracking system; monitor deadlines and provide reports or data summaries as requested.
  • Support the agency's drug and alcohol testing processes, including scheduling, documentation, and coordination, as assigned.
  • Facilitate the agency’s performance management process within the HRIS by monitoring workflow completion, supporting supervisors and employees, and ensuring evaluations are completed accurately and timely.
  • Maintain accurate records of employee arrest disclosures, conduct timely follow-up with employees and leadership, monitor case status and supporting documentation, and ensure appropriate action in accordance with agency policy.
  • Perform other duties as assigned that are reasonably related to the position's purpose and responsibilities.
