About The Position

Responsible for the daily operations of assigned program areas within Parks and Recreation. This role oversees strategic development and implementation of programming, evaluates program effectiveness, and coordinates marketing and advertising of programs and facilities. The position also involves routine facility inspections, contract coordination, and developing collaborative relationships with various community stakeholders. For the Aquatics specialization, this includes overseeing all Aquatic Division operations, managing aquatic staffing and training, and coordinating partnerships with DISD for co-owned facilities.

Requirements

  • Bachelor’s Degree from an accredited college or university in Parks and Recreation Administration, Public Administration, Business Administration, or related field.
  • Three (3) years’ experience in municipal or private, or related field.
  • Two (2) years’ experience in a management or supervisory capacity.
  • For Aquatics, three (3) years' experience in swimming pool operations and management, or related field.
  • Must have or obtain National Recreation and Park Association (NRPA) Aquatic Facility Operator or National Swimming Pool Foundation (NSPF) Certified Pool Operator Certification within six (6) months of employment (for Aquatics).
  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
  • Knowledge of Federal, State, and Local Government laws, ordinances and regulations park and recreation management and public safety.
  • Knowledge of City of Denton policies, procedures, mission, and goals.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, and coordination of people and resources.
  • Knowledge of integrated communications and use in community relations and community engagement.

  • Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
  • Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to the supervisor.

Responsibilities

  • Manage assigned area operations and program resources, ensuring services are provided within standards of applicable regulations, policies, and procedures.
  • Identify opportunities to improve service delivery or documentation.
  • Coordinate with stakeholders to achieve desired results for the Department and City of Denton.
  • Collaborate with City staff, community agencies, and other stakeholders to ensure the promotion, implementation, and success of all programs.
  • Assist with establishing team performance measures, priorities, work sequences, and report team and program performance.
  • Ensure adherence to accreditation requirements.
  • Oversee strategic development and implementation of programming.
  • Evaluate, coordinate, and oversee the creation and implementation of appropriate activities, projects, and programs for the facilities assigned.
  • Conduct routine evaluations of programs and activities to gauge workload, performance measures, mission-focus, program effectiveness, outcomes, and impact.
  • Create, enhance, or discontinue programming and/or activities to adhere to the appropriate mission, vision, strategic plan, and budget resources.
  • Research processes and technologies to improve departmental efficiency and effectiveness.
  • Stay up to date on issues affecting the program area, including pending legislation.
  • Review current trends in recreation and evaluate other city, county, state, and national park, and recreation programs; recommend adoption and implementation.
  • Coordinate marketing and advertising of programs and facilities with stakeholders to increase public awareness and engagement.
  • Serve as the primary media liaison.
  • Serve as liaison and/or representative at various meetings, including neighborhood, city council, board meetings, and Commission public hearings.
  • Routinely inspect facilities to ensure safety and adherence to applicable laws, ordinances, and policies.
  • Coordinate contracts development and completion for usage with appropriate stakeholders.
  • Develop and maintain collaborative relationships with DISD, UNT, TWU, advisory councils, community groups, and the business community.
  • Develop short and long-term scheduling and facility and grounds planning for maintenance.
  • Evaluate and maintain process for immediate facility and grounds maintenance needs.
  • Provide specifications and bid documents for equipment, materials, planning, and construction efforts.
  • Oversee strategy-related decisions for main communication channels, including website, blog, social media, and print materials.
  • Seek out public speaking, engagement, and writing opportunities to promote in the community.
  • Prepare and submit financial reports for revenues and expenditures.
  • Seek out and record stakeholder requests regarding Capital Improvement Projects (CIP).
  • Prepare supporting documentation for appropriate stakeholders.
  • Assist with project management and allocation of Capital Maintenance Plan (CMP) and Capital Improvement Plan (CIP) budgets.
  • Assist with the hiring and supervision of seasonal staff.
  • Prepare the Annual Report for review by PARD, City Council, and key stakeholders.
  • Review all statistical reports including program participation, membership, visitors, program satisfaction, concessions, merchandise, and meals and rentals for all aquatic facilities.
  • Oversee all Aquatic Division operations, including The Natatorium, Water Works Park, the Civic Center Outdoor Pool, and citywide splash pads, ensuring safe, efficient, and high-quality facility management.
  • Manage aquatic staffing, training, scheduling, and performance, as well as swim programs and swim lesson operations.
  • Coordinate and maintain DISD partnerships to ensure aligned operational responsibilities and programming at the co-owned Natatorium and Water Works Park.
  • Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.
