About The Position

The City of Alameda is looking to fill one (1) full-time Parking Enforcement Technician position with the Public Works Department. Under general supervision, patrols assigned areas of the City to enforce parking regulations, ordinances and laws; issues citations; maintains records; may perform a variety of parking support and other related work as required and may rotate to a variety of assignments to meet departmental needs including enforcing parking regulations, traffic and vehicle control identification of abandoned vehicles and notification to the Police Department, and public inquiries and related work at the front desk.

Requirements

  • Graduation from high school.
  • Two years of experience involving public contact.
  • Possession of a valid California Driver’s License and satisfactory driving record at the time of appointment is required as a condition of initial and continued employment only if the operation of a vehicle, rather than the employee’s ability to get to/from various work locations in a timely manner, is necessary to perform the essential functions of the position.
  • Ability to operate a scooter or motor vehicle safely while observing parking violations and conditions.
  • Ability to communicate and interact tactfully, courteously and effectively with the members of the public, City staff, and other agencies.
  • Ability to defuse and de-escalate hostile and irate members of the public.
  • Ability to write clear and concise records, reports, declarations, and citations.
  • Ability to understand and follow oral and written instructions.
  • Ability to read, interpret and apply parking codes and ordinances.
  • Ability to use sound independent judgment within established procedures and regulations.
  • Ability to operate a mobile device and computer.
  • Ability to operate and maintain designated specialized equipment including applicable software applications and operating programs.
  • Ability to read and interpret maps.
  • Must provide documentation to establish both identity and work authorization, which includes showing a valid United States Social Security card at the time of hire (photocopies not accepted).

Responsibilities

  • Patrols and drives an assigned enforcement vehicle throughout designated areas of the City in order to observe vehicles in violation of parking regulations.
  • Tracks vehicles to verify compliance with restricted parking time limits and other parking restrictions.
  • Enforces state and local ordinance regulations by issuing citations and warnings.
  • Explains parking and related traffic laws to members of the public and responds to complaints from the public.
  • Maintains accurate records of work performed and surveillance of long-term parking violations.
  • Reports public safety concerns or incidents involving abusive behavior by the public, and reports observance of code or ordinance violations or emergency situations to the appropriate authorities.
  • Reports malfunctioning paid parking systems, faded paint on curbs, vandalized signs, or other issues that may impede compliance and enforcement.
  • Prepares enforcement vehicles and equipment daily to ensure field readiness, including charging, programming, deploying, and maintaining enforcement devices.
  • Inspects and maintains condition of enforcement vehicles and takes them to Fleet Services for service and repair when necessary.
  • Provides support and testimony on City's behalf for contested parking citations.
  • Answers public inquiries and conducts related work at the front desk.
  • Periodically assists in surveys of parking facilities and performs on-street parking studies of occupancy and location.
  • Monitors the dispatch communication system to coordinate responses to service calls.
  • Communicates with parking personnel via two-way radio systems.
  • Performs related duties as assigned.
