About The Position

The P3 Subcontracting Manager builds and manages the downstream commercial base for design-build joint venture pursuits in the U.S. public-private partnership market. The role identifies and prequalifies trade partners, solicits and commercially levels subcontractor and supplier pricing for estimates, secures binding commitments from critical subcontractors before proposal submission, and procures consultants needed for pursuits. It also develops disadvantaged and small business participation plans and reviews and negotiates downstream agreements, from NDAs through major subcontracts. After award, the manager organizes the handover to the project team and supports initial project setup. The position works with pursuit teams, Estimating, JV partners, consultants, legal, public affairs, and project teams. It manages trade prequalification, bid solicitation and commercial leveling, dedicated subcontractor commitments, preconstruction services procurement, downstream agreement review and negotiation, participation planning, and award transition. The manager maintains tracked processes across concurrent pursuits, escalates unusual or high-risk commercial terms, and captures lessons learned for future pursuits. S&B USA Construction describes this as an opportunity to work on transformative U.S. infrastructure projects alongside a global network of industry leaders. The company highlights innovation, collaboration, quality, safety, integrity, and community engagement.
