About The Position

The P3 Subcontracting Manager builds and manages the downstream commercial base for design-build joint venture pursuits in the U.S. public-private partnership market. The role identifies and prequalifies trade partners, solicits and commercially levels subcontractor and supplier pricing, secures critical subcontractor commitments before proposal submission, and procures consultants needed for pursuits. It also develops disadvantaged and small business participation plans and reviews and negotiates downstream agreements, from NDAs through major subcontracts. Following award, the manager organizes the handover to the project team and supports initial project setup. The position oversees trade prequalification and market development, bid-phase solicitation and commercial leveling, dedicated subcontractor commitments, pursuit-stage professional-services procurement, agreement review and negotiation, and disadvantaged and small business participation. The manager coordinates these activities with pursuit, estimating, commercial, legal, public affairs, project teams, and joint venture partners, and supports the conversion of proposal-stage commitments into definitive agreements after award.

  • Project management experience as a contract manager supervising subcontractor performance and contract compliance.

  • Working knowledge of design-build risk allocation and prime-contract flow-downs, including scope, schedule, liquidated damages, indemnity, insurance, bonding, warranty, change, claims, and dispute-resolution provisions.
  • Working knowledge of federal-aid requirements flowing to subcontracts, including FHWA requirements, Buy America, Davis-Bacon prevailing wage, and the DBE program.
  • Experience preparing DBE or small-business participation plans, conducting outreach, and documenting good-faith efforts.
  • Strong organizational skills and ability to manage a tracked process across multiple concurrent pursuits and a high volume of agreements.

  • Integrate subcontractor and supplier pricing into estimates with Estimating, identifying scope gaps and allowances.
  • Identify packages requiring formal subcontractor commitments before proposal submission and manage partner selection with the pursuit team and joint venture partners.
  • Negotiate dedication, teaming, and exclusivity agreements, including scope, pricing basis, exclusivity, and conversion terms for definitive subcontracts.
  • Manage dedicated subcontractors during proposal development, coordinating technical input, pricing integration, and participation in design development.
  • Procure pursuit consultants and professional services by identifying qualified firms, soliciting proposals, negotiating terms, preparing agreements for legal review and executive signature, and managing engagements through completion.
  • Review and negotiate downstream agreements, including NDAs, consultant agreements, and major subcontracts, within commercial risk positions and delegation thresholds set by the Commercial Lead.
  • Ensure appropriate flow-down of prime design-build contract obligations and federal-aid and Authority requirements; escalate unusual or high-risk terms and coordinate legal review.
  • Maintain a tracked agreement process across pursuits, moving agreements through negotiation, legal review, and signature.
  • Develop proposal participation plans to meet applicable federal DBE and state, Authority, or local program requirements; track regulatory and program changes and adjust strategy accordingly.
  • Manage participation obligations with joint venture partners and coordinate DBE and local-business outreach events with public affairs.
