About The Position

ROI Agency is recruiting an experienced Owner's Representative Construction Manager for a major substation build in Clairemont, Texas. This is a direct-hire opportunity with a well-established utility EPC supporting critical grid infrastructure. The Construction Manager will represent the owner's interests throughout construction and work alongside the EPC contractor to help ensure safe, timely execution in accordance with contract requirements and utility standards. The role provides oversight, documentation, coordination, and accountability while leaving construction means and methods to the EPC contractor.

The expected schedule is 6–7 days per week, with 10-hour workdays, or approximately 60–70 hours per week. Candidates should expect to work through holidays as required by the project schedule. Compensation is $65–73 per hour, with a $115 daily per diem. Benefits and other provided items include a company vehicle, company-paid travel home, a corporate AMEX, BCBS PPO medical with 100% of the employee premium paid, 15 days of paid vacation, and 10 paid personal days.

Requirements

• Owner's Representative Construction Management experience.
• Utility or EPC project experience.
• Experience with 230kV, 345kV, or 500kV substations.
• Greenfield substation construction experience.
• EPC contractor oversight experience.
• Utility commissioning and energization experience.
• Strong documentation and reporting experience.

Responsibilities

• Represent the owner's interests throughout construction.
• Monitor contractor safety, quality, schedule, and overall project execution.
• Verify compliance with project specifications and contract requirements.
• Maintain detailed daily field reports.
• Track project progress and identify potential risks.
• Coordinate with engineering, project management, commissioning, and contractor teams.
• Review RFIs, field issues, and change requests.
• Maintain appropriate owner oversight without directing contractor means and methods.
