Parsons is looking for an amazingly talented Owner's Rep - Design Project Manager to join our team! In this role you will get to work on water or wastewater capital projects in Southern Nevada. This position is part of our Critical Infrastructure team. Requirements

  • Bachelor's degree in Engineering, or a related field
  • Registration as a Professional Engineer (PE), preferably in the state of Nevada
  • 10+ years of experience managing the planning and design of public infrastructure projects
  • Experience as an Owner's Representative

  • Experience with municipal water and wastewater agencies

Responsibilities

  • Serve as the Owner's Representative for assigned capital projects, acting as the primary liaison between the Owner, design consultants, regulatory agencies, and project stakeholders
  • Manage and oversee design consultants throughout project planning and design phases
  • Lead design deliverable review processes coordinating multidisciplinary reviews and ensuring consultant submissions meet quality, technical, operational, and regulatory requirements
  • Review consultant invoices and payment applications
  • Monitor and valuate consultant design schedules
  • Review and analyze project cash flow forecasts to ensure expenditures align with project schedules
  • Plan, facilitate, and oversee project design meetings
  • Track and manage project action items, decisions, and commitments
  • Coordinate permit application and approval processes
  • Prepare consultant procurement documents, including scopes of work, request for proposals, request for qualifications
  • Support consultant selection processes by participating in proposal evaluations, interviews, negotiations, and contract development activities
  • Manage project scope, budget, schedule, and risk throughout the design phase
  • Coordinate with utility operations, maintenance, engineering, environmental, and regulatory personnel
  • Facilitate project delivery readiness and transition to construction
  • Make staffing assignments in accordance with project needs
  • Provide technical guidance and oversight to Project Engineers
  • Monitor assigned Project Engineers for completed assignments to ensure that they meet required schedules, quality standards, and procedures
