About The Position

The New York City Department of Housing Preservation & Development (HPD) is seeking an Owner Resource Center Director for the Division of Preservation Finance. This role reports to the Assistant Commissioner for Preservation Finance and will oversee outreach and technical assistance programs for private building owners across the five boroughs. The position also involves overseeing the pre-in rem foreclosure action process for the Third-Party Transfer Program, ensuring compliance with legislation, and coordinating with various city agencies, law department, owners, and elected officials. The Director will lead the development and administration of the Owner Resource Center, a new program aimed at assisting owners of multifamily rental buildings and HDFC cooperatives to improve operations, stabilize buildings, navigate government programs, and access financial assistance. Key responsibilities include program design, contract procurement and management, implementation, outreach, adherence, and evaluation. The role also involves expanding programmatic support to help owners stabilize their properties and managing a staff of two analysts and a grant-funded Program Manager.

Requirements

  • Authorization to work in the United States is required.
  • Candidates must be permanent in the Associate Housing Development Specialist title or a comparable title.
  • A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs.
  • OR A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described above.
  • OR A satisfactory combination of education and/or experience which is equivalent to the above.
  • Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience.
  • Graduation from an accredited law school may be substituted for one year of the required experience.
  • All candidates must have at least two years of experience as described above.

Responsibilities

  • Oversee strategic outreach and stabilization efforts for existing rental and HDFC cooperative buildings in New York City.
  • Administer the Owner Resource Center, Third Party Transfer, and the MW Water Assistance Program.
  • Manage a staff consisting of two analysts and the work of a grant funded Program Manager.
  • Oversee the expansion of the Landlord Ambassador Program through the Owner Resource Center.
  • Oversee the TPT/In Rem pipeline of foreclosed properties, including tracking, coordination, and field inspections.
  • Oversee the MF Water Assistance program and assess needs for technical assistance and/or financial support.
  • Handle administrative functions such as budget forecasting, reporting, and compliance requirements.
  • Manage procurement contracts in support of the program.
  • Work on program improvements and policy development.
  • Work closely with the Building Stabilization Program and other preservation staff to help owners access HPD and other governmental financial assistance.
  • Improve policies and further develop programmatic areas to address service gaps for technical and financial assistance to stabilize properties financially and physically.
  • Manage staff that will be analyzing, tracking, and reporting In Rem and Property databases and historical data sets with other City Agencies including Department of Finance (DOF) and Department of Environmental Protection (DEP).
  • Preparation of the Request for Qualifications (RFQ) for TPT Rounds which includes scoring and selection of qualified sponsors.
  • Working with HPD's internal data-analytics Performance Metrics Analysis, to report information on in rem rounds for both internal and external reports.
  • Work with the DOF, DEP, law department and staff across HPD to administer Third Party Transfer, including overseeing the program from selection and commencement of the in rem action through transfer, including tracking properties, communication and responding to information requests.
  • Oversee outreach and communication to owners and residents, including ensuring owners are aware of resources that may help stabilize their property.
  • Work with HPD internal teams and external stakeholders to secure additional funding, including working within City procurement processes.
  • Conduct requests for proposals (RFP) for ORC service contracts.
  • Manage the City Procurement for registering vendors.
  • Facilitate routine meetings with ORC vendors to review activities and ensure compliance with reporting and performance requirements, including payment requirements.
  • Monitoring and evaluating the program; including tracking and reporting the milestone activities from the service provider(s) and program.
  • Ensure adequate funding availability for the ORC programmatic areas, including drafting funding proposals and completing workflow analyses to secure additional funding, as needed.
  • Prepare reports, memoranda and written correspondence regarding program’s performance and issues.
  • Coordinate special projects, conduct policy analyses, initiate research and make recommendations that relate to the management and operations of unit and other issues as requested by the Assistant Commissioner for the Division of Preservation Finance and the Associate Commissioner for Preservation and Portfolio Management.
