About The Position

The New York City Department of Housing Preservation (HPD) promotes quality and affordability in the city's housing, and diversity and strength in the city’s neighborhoods because every New Yorker deserves a safe, affordable place to live in a neighborhood they love. HPD's mission includes maintaining building and resident safety and health, creating opportunities for New Yorkers through housing affordability, and engaging New Yorkers to build and sustain neighborhood strength and diversity. The Office of Housing Access and Stability (HAS) ensures fair, efficient, and transparent access to affordable housing by providing subsidies, placement services, and tools that connect New Yorkers to affordable housing. HAS also ensures vulnerable households in subsidized housing have the support they need to be safely housed and is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings. HAS consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The Division of Tenant & Owner Resources (DTOR) administers rent subsidy programs, including Section 8 or the Housing Choice Voucher (HCV) program, which provide funding to eligible low-income families for rental assistance. Families pay approximately 30% of their income toward rent, and HPD pays the difference to the owner, provided the unit meets affordability and Housing Quality Standards. DTOR serves over 40,000 households and 9,000 property owners across all five boroughs, handling initial application screening, eligibility confirmation, applicant briefings, voucher issuance, and ongoing monitoring of tenant and owner compliance. This includes processing recertifications, reviewing rent increases, and providing customer service through various channels.

Requirements

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
  • Authorization to work in the United States is required for this position.

Responsibilities

  • Provide strategic and operational leadership for the Moves & Ports Unit, supervising the unit Coordinator, Team Leaders, and staff.
  • Oversee daily unit operations, including facilitating tenant moves, reviewing and processing emergency move requests, and managing face-to-face customer service interactions.
  • Ensure accurate, timely, and consistent information is provided to tenants, property owners, elected officials, and partner agencies regarding HPD rent subsidy programs, including Section 8.
  • Direct staff in assessing customer needs, resolving complex or long-standing issues, and coordinating service delivery across DTOR units and HPD divisions.
  • Implement and maintain customer service best practices in alignment with City mandates, with a focus on professionalism, accessibility, and transparency.
  • Develop in-depth knowledge of HPD programs, DTOR operations, and data systems to support informed decision-making and effective problem-solving.
  • Develops and apply strong expertise in federal regulations, HPD policies, and affordable housing programs to guide staff and inform decision-making.
  • Represent the division at internal and external meetings; manage special projects; track and respond to inquiries; and collaborate with senior management on continuous process improvement.
  • Maintains program integrity and regulatory compliance while promoting efficiency and transparency.
