About The Position

As an OSP Engineer III supporting the Frontier program at Pearce, you will lead complex outside plant (OSP) engineering projects for Frontier’s fiber and copper telecommunications infrastructure. You will oversee engineering activities from initial design and field validation through permitting, construction readiness, and project closeout. The position uses Frontier engineering standards, systems, and workflows, including Varasset, FROGS, and Infinium, to maintain accurate records, manage work orders, develop construction-ready designs, and ensure compliance with Frontier requirements and industry standards. The role includes leading OSP engineering and design, preparing work prints and supporting documentation, coordinating field validation and permitting, tracking project work orders and milestones, and performing quality reviews. You will coordinate with project managers, construction teams, permitting specialists, utilities, and Frontier stakeholders, and provide technical guidance to junior engineers.

Requirements

  • Experience engineering aerial, underground, buried, fiber, and copper telecommunications networks.
  • Experience supporting Frontier engineering projects, work orders, and documentation standards.
  • Experience using Varasset, FROGS, and Infinium to support engineering workflows and project records.
  • Experience with work order engineering for road moves, relocations, network modifications, and construction work prints.
  • Ability to develop and review engineering plans, splicing information, and bills of materials.
  • Experience conducting field verification and reviewing existing telecommunications facilities.
  • Working knowledge of NESC standards and OSP engineering practices.
  • Experience coordinating permits, pole attachments, and make-ready activities.
  • Ability to review engineering documentation for accuracy and compliance.
  • Proficiency with engineering record systems, Microsoft Office, CAD or comparable applications, and field measurement equipment.
  • Ability to manage multiple assignments, meet deadlines, and communicate effectively.

Nice To Haves

  • Experience working directly with Frontier Communications or a contractor supporting Frontier programs.
  • Familiarity with Frontier fiber expansion, copper-to-fiber conversions, road moves, and network relocations.
  • Experience with OSP engineering tools such as AutoCAD, IQGeo, Katapult, O-Calc, or comparable platforms.
  • Experience performing QA/QC reviews and mentoring junior OSP engineers.
  • Understanding of aerial and underground construction methods and utility coordination.
  • Ability to troubleshoot engineering issues and resolve discrepancies between field conditions and client systems.

Responsibilities

  • Lead engineering activities for Frontier OSP projects involving aerial, underground, buried, conduit, fiber, and copper infrastructure.
  • Develop engineering designs, construction work prints, splicing diagrams, bills of materials, and supporting documentation.
  • Perform work order engineering for new construction, road moves, relocations, network modifications, and copper-to-fiber conversions.
  • Review existing network facilities and determine engineering requirements for expansions and upgrades.
  • Conduct route planning, constructability reviews, and design optimization.
  • Resolve engineering conflicts involving pole attachments, conduit capacity, cable placement, and existing infrastructure.
  • Provide technical guidance to junior engineers.
  • Use Varasset, FROGS, and Infinium to support Frontier engineering workflows, work order management, and project documentation, as applicable.
  • Create, update, and maintain engineering records within Frontier-required systems; track engineering activities and project milestones; and ensure documentation and work orders are accurate and current.
  • Troubleshoot documentation discrepancies and coordinate corrections while following Frontier engineering procedures and quality standards.
  • Perform and coordinate field surveys for aerial and underground telecommunications facilities, evaluating pole conditions, cable routes, conduit availability, and construction feasibility.
  • Ensure designs comply with NESC, Frontier specifications, and applicable regulations; identify construction conflicts and recommend engineering solutions.
  • Review field findings, redlines, and as-built documentation; support field inspections and resolve engineering issues during construction.
  • Develop and review engineering documentation for municipal, county, state, and utility permits.
  • Coordinate right-of-way, easement, and access requirements; support pole attachment applications, pole loading analysis, make-ready engineering, and joint-use coordination.
  • Work with utilities, permitting agencies, and construction teams to resolve design conflicts and ensure permit documentation aligns with Frontier requirements.
  • Manage engineering work orders and deliverables, monitor schedules and project progress, and track outstanding action items.
  • Perform QA/QC reviews of engineering designs, work prints, and system records; identify potential engineering delays and documentation issues.
  • Coordinate with project managers, construction teams, permitting specialists, and Frontier stakeholders; maintain project status updates and support project closeout.
  • Deliver accurate, construction-ready OSP engineering packages that meet Frontier requirements and contribute to engineering quality and continuous improvement across the Frontier program.
