About The Position

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all department and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. This position is responsible for implementing grant agreements and assisting the Clean Boating Program in the management of pumpout projects and pumpout reporting compliance for the Clean Vessel Act Program within the Office of Resilience and Coastal Protection. Incumbents will implement approved program strategies to achieve federal and state goals and objectives under the Clean Vessel Act Grant Program and will follow procedures in compliance with state and/or federal regulations.

Requirements

  • Knowledge of basic management principles and practices, techniques of effective written and verbal communication.
  • Skill in the use of personal computers.
  • Skill and ability to organize data and information into logical format for presentation in reports, documents and other written materials.
  • Ability to use problem-solving techniques.
  • Ability to maintain effective working relationships with others.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to work independently with minimal supervision.
  • Ability to develop and deliver presentations to agency personnel and the general public.
  • Ability to travel.
  • Ability to maintain a valid driver's license
  • Florida Certified Contract Manager certificate or the ability to obtain within one year.
  • A valid driver’s license.

Responsibilities

  • Developing, reviewing, and managing contracts, agreements, and amendments for services, commodities, and grants. This includes any amendments or change orders, processing payments and reviewing reports and deliverables.
  • Follow procedures in compliance with state and/or federal regulations, monitoring the status of assigned projects and expenditures.
  • Prepare technical review of grant applications and agreements to ensure compliance with the program.
  • Conduct desk audits and reviews for program compliance and prepare reports of findings and corrective actions needed.
  • Maintains grant files and documentation in accordance with state record retention requirements; Monitor budget, expenditure and reporting requirements of subgrantees and process payment request.
  • Provide technical assistance to applicants and/or grantees.
  • Participate in conference calls and meetings.
  • Other duties as required.
