About The Position

The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions.  The employee must interact courteously with others.  The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.  Attendance is an essential function of this position.   The incumbent in this position performs independent work assisting management by providing analysis and research on a variety of budget matters. Work involves assignments which are broad as to objective and content and require independently making decisions and obtaining solutions by operating within well-established policies, laws, rules, and guidelines.

Requirements

  • Three years’ professional experience with the State of Florida in management, program planning, program research, program evaluation, administrative work, or vocational rehabilitation. A bachelor’s degree from an accredited college or university can substitute for one year of the required experience.

  • Candidate must be able to work independently.
  • Candidate must be able to perform basic and complex math.

Responsibilities

  • Assisting in the creation, review and distribution of monthly FLAIR reports.
  • Assist in the review and reconciliation monthly budget reports to ensure accurate posting in FLAIR.
  • Assists in the review and approval of Ariba on Demand (AOD) by ensuring accurate FLAIR account codes, funding sources, budget availability, etc.
  • Assist with the Department and Division to provide quality review and maintain financial status of Division’s Leases.  Coordinate completion of all forms; assist in preparation of leases allocations and maintain leasing files.
  • Serves as Custodian Delegate for the Budget Section.  Assists the Department of Education, Property Administrator and acts as principle contact for conducting physical property inventory for the Budget Section, including identifying, transferring and receiving consumable property items costing $5,000 or above.
  • Assists in preparing reports of operating expenditures by analyzing comparisons of annual, quarterly and monthly trend analysis.  Makes recommendations based on operational trends to determine relative impact of program expenditures.  Assists with the development of sound financial controls for the Division.
  • Assists with preparing the Division Spending Plans by running appropriate FLAIR reports at various levels, developing pivot tables and ensuring the accuracy of expenditure data prior to input into Spending Plan.
  • Assists in updating budget, allotments and expenditures; develops and implements appropriate reporting, as well as completion of various ad hoc analyses. Ensures financial transactions are accurate in the Florida Accounting Information Resources (FLAIR) system.  Coordinates with Budget Director to ensure the division is operating according to the budgeting structure and controls; identifies issues that may affect the division’s budget and communicates such issues.
  • Review quarterly Organizational Chart and report to DOE Personnel any discrepancies. This includes reviewing each chart by comparing it to People First and ensuring the correct number of fte, titles, etc. are being reported. Additionally, working with the divisions HR Support and DOE Personnel to correct any inaccuracies.
  • Assisting with processing the division’s invoices by providing DOE with correct account code information.
  • Performs other duties as required.
