Requirements

High School diploma/equivalent and two years of professional experience related to the duties and responsibilities provided herein.
Current Florida Certified Contract Manager Certification (FCCM).
Florida Certified Contract Negotiator Certification (FCCN), or the ability to obtain certification within 6 months.
Employment in this position is contingent upon a satisfactory criminal history check in accordance with Chapter 435, Florida Statutes.
Computer proficiency to include skills in Microsoft software including Excel, PowerPoint, Word, and Teams.
Working hours are Monday – Friday, 8:00 a.m. – 5:00 p.m. Eastern Time.
Some travel may be required.

Must possess and maintain a valid driver’s license.
Current Florida Certified Contract Manager Certification (FCCM).
Florida Certified Contract Negotiator Certification (FCCN), or the ability to obtain certification within 6 months.
Ability to monitor contractor/vendor compliance with program requirements through review, analysis, and processing of financial and program deliverables, including expenditure, budgeting, staffing and progress reports, audits, and requests for payment.
Knowledge of contract management in compliance with Chapters 119 and 287 F.S. and Rule 60A-1.002, FAC.
Knowledge of procurement laws and rules, specifically Chapters 119 and 287 F.S.
Ability to prepare contractual documents, to include but not limited to, a clearly established scope of work, deliverables directly related to the scope of work, performance criteria for each deliverable and financial consequences.
Experience working with state and federal agencies.
Experience managing multiple contracts and/or grants.
Experience with software or other tools used to track expenditures and billing.
Experience with state procurement practices and knowledge of state procurement requirements.
Ability to communicate effectively both orally and in writing.
Ability to use good judgment in decision-making and planning skills.
Ability to plan, organize, coordinate and complete work assignments.
Ability to conduct fact finding research and utilize problem solving techniques.
Ability to establish and maintain effective working relationships with diverse groups of people.
Ability to work effectively independently and as part of a team, whether internally or externally.
Knowledge of Microsoft software including Excel, PowerPoint, Word and Teams.

Nice To Haves

Previous experience as a Contract Manager/Negotiator.
Current Florida Certified Contract Negotiator (FCCN) certification.

Experience compiling analytical reports and presenting the data to management.

Responsibilities

Draft, review, negotiate and manage contracts related to marine conservation efforts, including grants, cooperative agreements, MOUs, and service contracts.
Ensure compliance and funding requirements with federal, state, and local regulations.
Collaborate with Division leadership and supervisors, legal counsel, the grants section, and procurement staff to align contracts and grants with project goals and timelines.
Track contract/grant deliverables, payments, reporting deadlines, and renewal dates using a contract management system.
Monitor contractor/vendor compliance with program requirements through review, analysis, and processing of financial and program deliverables, including expenditure, budgeting, staffing and progress reports, audits and requests for payment to ensure completeness, accuracy, and consistency with applicable rules, regulations, and program criteria and objectives.
Review all financial documentation submitted by contractors/vendors to ensure technical correctness, numerical accuracy, and completeness before submission for payment approval.
Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Comptroller’s rules and FWC’s invoice processing and warrant distribution procedures.
Provide technical consulting, relating to the receipt and use of federal and state grant funding, to ensure the completion of activities specified in the contracts awarded.
Maintain organized records of all contracts and grants and related documentation for audits and reporting.
Act as a Division Liaison while maintaining a strong working rapport with assigned contractors/vendors through verbal, written, and on-site communication.
Assist with and supports procurement processes.
Cross train positions within the section as needed.
Serve as a liaison with other FWC Divisions as directed.
Perform other duties and travel as required.
