About The Position

Conducts organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the Division of State Lands to operate more efficiently and effectively. Provides consultation and assistance to management and staff in the management and operation of the revenue and collection policies and procedures. Performs in-depth, detailed audits, analyses, assessments and recommendations for lease accounts for the purpose of revenue collection. Assists in development and testing of new programs and make recommendations for fixes and improvements. Initiates collection efforts according to established guidelines and applicable laws for all unpaid accounts. Analyzes detailed and complex reports related to the collection of past due fees, manage collection and receipts for all assigned accounts. Communicates with leaseholders regarding applicable laws related to reporting revenues derived from the use of state-owned land to ensure reporting is accurate and all fees due to the state are collected. Invoices and tracks payments for assigned accounts including submerged, upland and commercial leases. Consults with the Office of General Counsel on accounts that are past due. Obtains and analyzes statistical data, analyzes patterns and trends related to collection of fees for use of state-owned land. Performs and completes detailed audits of account records and financial data for submerged land leases. Identifies and resolves issues and problems related to lease fees and lease fee discounts, as applicable. Coordinates with staff on assessments of lease fees in arrears calculations and prepares invoices. Takes the lead on assisting and training staff on complex fee calculations related to lease fees in arrears for the Bureau of Public Land Administration and District offices, and assists staff in resolving problem accounts. Works closely with the Bureau of Public Land Administration and District staff to develop process improvements and coordinates efforts to collect fees due to the state. Prepares and reviews correspondence related to revenue collection and revenue reporting to ensure compliance with department and division standards. Tracks and maintains a log of Hurricane Executive Orders. Reviews and assists accounts with hurricane credits. Performs other duties and related work as required.

Requirements

  • Knowledge of: the methods of data collection and analysis; basic management principles and practices; accounting policies, practices and procedures.
  • Skills in: principles of effective communication; critical thinking; the use of computers and Windows Programs including Word, Excel and Outlook; use of internet; collecting, evaluating and analyzing data and trends to solve problems or develop recommendations.
  • Ability to: document work flow and other activities relating to the improvement of operational and management practices; organize data into logical format for presentation in reports, documents and other written materials; conduct fact-finding research; utilize problem-solving techniques; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; plan, organize and coordinate work assignments independently with little supervision; maintain a professional demeanor when handling difficult subject matter with customers; communicate effectively verbally and in writing, and establish and maintain effective working relationships with internal and external customers; operate a personal computer utilizing software programs provided by the agency.
