This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, Planning and directing their work, approving leave, and taking disciplinary action as appropriate. This is a managerial position responsible for planning, directing and coordinating the budget and fiscal functions of Sumter County Health Department which includes accounting, budgeting, billing and other office support services. This position exercises independent judgment in assisting with interpretation of laws and rules supporting the formulation of policies & procedures which have significant impacts in all areas of the Health Department. Financial disclosure is required. This is a sensitive position, requiring access to medical billing information, financial information, and dealing with finances, requiring a high level of trust. Key custodian for identified areas. Background screening is required. Serves as Finance and Accounting Director for Sumter County Health Department. Coordinates the daily activities of the finance and accounting department. Monitors and oversees revenue and expenditures for the county health department by coordinating activities with supervisors and department heads. Assures preparation and provision of all documents needed to develop, monitor, and adjust CHD budget monthly, quarterly, annually. Advises the Executive Leadership Team (ELT) regarding proposed budgetary developments. Assures independent monitoring of budget and fiscal status to assure current budget health and compliance with budget and policies, providing early warning of deviations to Director and ELT. Assures existence of accurate records of budget and financial proceedings. Assist ELT members with cost, budget and/or operations analysis when needed. Assures timely production of accurate reports. Subordinate departments will be guided, monitored and audited for proper and cost-effective/efficient operations according to best business practices, applicable statutes/rules, and DOH policies. In-house policies will be developed to support all operations. Assures fiscal/budgetary restraint/control for all CHD activities and programs. Remains current with market and community trends, Dept. policies and goals and good business practices, and recommends changes if needed. Serves as Contract Administrator/Manager for the CHD. Prepares Medicaid Cost Report annually and other reports as required. Reviews administrative policies, procedures, guidelines and related directives to be implemented. Evaluates the impact on operations; identifies potential problems and recommends appropriate action. Consults with the staff to develop solutions for programmatic operational problems. Responsible for preparing annual county/state contract, budget amendments, variance reports, budget requests, spending plans, Medicaid Cost reports and budget management, Reconciliation, and Financial Status Reports. Oversees programmatic financial reports and responsible for ensuring that all monies received are accounted and expended following policy. Maintains accounting records for the department according to policies and procedures: i.e., accounts payable, accounts receivables and all collected fees. Monitors and oversees revenue/expenditure for the Health Department. Responsible for overseeing and supervising the General Services program including Purchasing, Property Maintenance, Safety, Employee Satisfaction. Serves as the Administrative Team member of the Health Department and gives valuable consultation to the Health Department Director and Assistant Director. Serves as Go Travel Champion for DOH-Sumter reviewing all travel authorizations and requests for reimbursement for accuracy and completeness. Serves as Contract Liaison Officer to the DOH Office of Contracts. Responsible for ensuring all two-party agreements are submitted according to the guidelines of IOP58-01-17. Contract Management; inspects, processes, and approves provider invoices for payment. Monitor and ensure that deliverables have been met and that the funds pertaining to agreements/contracts have been spent according to agreement/contract. Performs other Administrative duties as assigned by the Supervisor.
