About The Position

This is a professional position located in the Bureau of Chronic Disease Prevention under the direct supervision of the Bureau Chief. This position is responsible for managing the administrative oversight of the processing of contract actions for assigned program areas. This individual will be responsible for all supervisory duties including but not limited to, hiring and selection, developing performance plans, conducting performance evaluations, planning and directing work, approving leave and taking disciplinary action as appropriate. Duties and responsibilities include: Supervise contract managers that provide technical assistance to program staff and contract provider staff in the development, negotiation and management of assigned contracts; including resolving any purchasing and payment issues, monitoring and closeouts. Assist fiscal staff with tracking contract expenditures and ensure spreadsheets are prepared monthly showing expenditures. Verify all contract action documentation for completion and adherence to current statutes, policies and Departmental and Division guidance. Act as contract manager for assigned contracts. Prepare required contract documents, process contract invoices in a timely manner and conduct contract monitoring. Provide technical assistance to Bureau staff related to purchasing and contract policies/procedures and budget tracking to ensure funds are spent accurately and timely. Procure services and materials by preparing appropriate procurement documents (ITN, RFA, ITB) through MyFloridaMarketPlace (MFMP) and negotiating with potential vendors. Follow Department and MFMP procurement procedures, processes invoices, tracks payments, troubleshoots problems, and monitors payment and encumbrance histories in all necessary financial systems. Serves as the Bureau Contract Liaison and Bureau Contract Trainer. Ensure contract files are maintained in accordance with Department standards. Conduct periodic review and attestation of all contract files in the Bureau. Oversee the development of writing procedures for different aspects of the contract process including developing training manuals and handouts for training contract managers and program staff with contract oversight on contract development, contract negotiation and contract management. Participate in educational opportunities to enhance professional development. Implement activities to increase quality improvement of Bureau contracts. Perform other duties and responsibilities as assigned or required.
