About The Position

This position is located in Tallahassee, Florida, within the Department of Environmental Protection, Office of Resilience and Coastal Protection, Florida Resilient Program – Budget Management Section. The Operations Manager C – SES is responsible for administering and providing oversight of the grant disbursement and budgeting functions of the Florida Resilient Program (FRP). This position supervises staff and oversees all aspects of financial matters, training, procedures, and protocols for the FRP. This position may also serve as the back-up to the budget coordinator for ORCP. The role represents the FRP in all financial management accounting matters, providing related information to various stakeholders including the ORCP Budget Coordinator, the Agency Budget office or Inspector General, the federal government, local governments, and other interested parties. The primary responsibility is to provide accounting services to the management within the Program to ensure that program funds are used efficiently and timely to meet the Program's goals and mission. This includes developing and maintaining a system of accounts to track appropriations, budgets, expenses, and other financial accounting information in accordance with governmental accounting principles and legal requirements. The position also administers grant accounting functions, directs the review and monitoring of program funds, ensures timely preparation of accounting reports, and provides grant financial information for planning requirements. Key tasks include maintaining enterprise grant management software, reconciling systems, developing records for payment tracking, maintaining an accounting system for revenues and expenditures, and managing program contracts, procurement processes, and business operations such as vendor management, public records requests, building maintenance, safety, fleet management, office supplies, and office assignments. The position performs other duties as needed.

Requirements

  • Knowledge of basic management principles and practices.

  • Knowledge of the Florida Financial Reporting and Tracking Systems.
  • Skilled in Microsoft Office: Excel, Outlook, Word.

  • Ability to understand the Legislative Budget Process.
  • Ability to learn budget processes, trust funds, and appropriation processes.
  • Ability to understand and apply laws, rules, regulations, policies, and procedures.

  • Ability to make detailed analyses and management critiques of budget requests.
  • Ability to plan, organize, and coordinate work assignments.
  • Ability to effectively communicate, both orally and in writing.

  • At least nine years of verifiable-related experience in the field of budget analysis, accounting, auditing or grant administration.
  • Previous supervisory experience required.
  • Ability to successfully complete a background and fingerprint check.
  • Ability to maintain a driver’s license.

Responsibilities

  • Administering and providing oversight of the grant disbursement and budgeting functions of the Florida Resilient Program (FRP).
  • Supervising staff and overseeing all aspects of financial matters, training, procedures and protocols for the FRP.

  • Providing grant financial information to program managers for federal, state, and agency planning requirements.
  • Maintaining enterprise grant management software with requisite allocations/funds for proper tracking and reporting.
  • Reconciling enterprise system with applicable State Financial Reporting tools.
  • Developing and maintaining records and accounts for checking payments of bills and ensuring prompt payment of obligations.
  • Maintaining an accounting system that accurately reflects revenues and expenditures, including a cost accounting system.
  • Managing program contracts and contract processes, procurement processes, and business operations (vendor management, public records requests, building maintenance, safety, fleet management, office supplies, office assignments).
  • Performing other duties as needed.
