About The Position

Carney is seeking an experienced, proactive Onsite Lead to oversee day-to-day contract management, operational execution, and multidisciplinary team supervision for the JCITA Mission Services contract at the Russell Knox Building in Quantico, Virginia, with occasional local support in Landover, Maryland. The role is the primary daily liaison between Carney’s contractor workforce and the Government Contracting Officer’s Representative (COR), ensuring technical excellence, timely deliverable submission, and coordination of training mission priorities across high-throughput CI and Security Operations (SECOPs) academies. The position is performed 100% onsite in a SCIF environment and requires an active, verified Top Secret / Sensitive Compartmented Information (TS/SCI) clearance. The Onsite Lead oversees contractor personnel across multiple sites, coordinates requirements with Government and JCITA leadership, manages contractual deliverables and staffing continuity, and ensures compliance with operational hours, security instructions, physical SCIF protocols, and cross-domain constraints.

  • Meet one of the following education and supervisory experience paths: a bachelor’s degree from an accredited institution and at least five years of supervisory experience; or a high school diploma/GED and at least ten years of supervisory experience.
  • At least five years of experience managing projects of similar scope, complexity, and customer footprint.
  • Demonstrated experience interfacing directly with Government program managers, CORs, or military/civilian leadership to prioritize, balance, and deliver multi-track requirements.
  • Exceptional oral and written communication skills.
  • Proven ability to manage numerous complex, high-visibility, and time-critical operational activities simultaneously.

Nice To Haves

  • Prior experience managing military or intelligence community (DoD/DIA) institutional training service contracts.
  • Familiarity with JCITA, Defense Counterintelligence and Security Agency (DCSA), or Combatant Command joint training workflows.
  • Project Management Professional (PMP) certification.

Responsibilities

  • Provide day-to-day administrative control, operational supervision, and technical leadership to contractor personnel across Quantico, Virginia, and Landover, Maryland.
  • Serve as the direct operational interface with the Government COR and JCITA leadership to capture, prioritize, and de-conflict curriculum, administrative, and facility support requirements.
  • Ensure contract deliverables—including Project Management Plans (CDRL A001), Monthly Status Reports (CDRL A003), and Vacancy Tracking (CDRL A005)—are submitted accurately and ahead of contractual deadlines.
  • Identify, address, and resolve contractor employee performance and personnel matters; promptly elevate uncorrectable performance risks to company leadership and the COR.
  • Enforce core operational hours of 0900–1500 and site coverage windows of 0700–1700 Monday–Friday; manage 40-hour workweek schedules and obtain written COR approval before overtime or surge performance.
  • Supervise staffing continuity, retention, and backfill initiatives to meet 60-day replacement notice mandates for key positions.
  • Ensure personnel comply with DIA information security instructions, physical SCIF protocols, and cross-domain operational constraints.
