About The Position

Lindahl Reed is seeking an experienced Onsite Construction Manager to support the National Oceanic and Atmospheric Administration (NOAA)-led waterfront revitalization project for the homeporting of the icebreaker USCGC Storis in downtown Juneau, Alaska. This position is responsible for the day-to-day oversight, coordination, and administration of waterfront construction activities at a historically and operationally significant federal facility. The Construction Manager will serve as the primary on-ground representative ensuring contractor performance, schedule adherence, quality standards, and regulatory compliance throughout all phases of construction. The ideal candidate brings deep experience in federal waterfront construction, a thorough understanding of construction management practices in coastal environments, and the ability to navigate complex multi-stakeholder federal project environments.

Requirements

  • Minimum 10 years of construction management experience on federal or comparable large-scale construction projects
  • Demonstrated experience in waterfront, pier, or marine construction
  • Familiarity with federal construction contracting, including FAR/DFARS requirements, RFI and submittal review processes, and contract modification procedures
  • Experience working in remote, coastal, or challenging environmental conditions
  • Proficiency with construction scheduling software (e.g., Primavera P6, MS Project) and construction management platforms
  • Strong written and verbal communication skills with the ability to prepare clear, concise technical reports and correspondence
  • Must be able to obtain and maintain required government site access credentials

Nice To Haves

  • Bachelor's degree in Civil Engineering, Construction Management, Architecture, or related field
  • Professional Engineer (PE), Project Management Professional (PMP), or Certified Construction Manager (CCM) certification
  • Experience with NOAA, USCG, or other federal agency waterfront or maritime facility construction projects
  • Knowledge of Alaska-specific construction practices, permitting requirements, and environmental considerations
  • Experience with design-build project delivery
  • OSHA 30-Hour Construction certification

Responsibilities

  • Provide full-time, onsite construction management oversight for all waterfront construction activities associated with the NOAA-led USCGC Storis project in Juneau, Alaska
  • Monitor contractor performance against approved project schedules, budgets, and technical specifications
  • Review and evaluate contractor submittments, Requests for Information (RFIs), and change order proposals
  • Enforce contract requirements and ensure construction activities conform to applicable federal standards, UFC criteria, and design documents
  • Coordinate with the NOAA Contracting Officer Representative (COR) and other government stakeholders on project status, issues, and required actions
  • Maintain comprehensive daily construction reports, photographic documentation, and project records
  • Oversee contractor implementation of the Quality Control (QC) plan and conduct independent quality assurance reviews
  • Monitor and enforce Accident Prevention Plan (APP) and site safety requirements
  • Coordinate with geotechnical, structural, and specialty inspectors as required
  • Document and track non-conformances, deficiencies, and corrective actions to resolution
  • Monitor compliance with environmental permit requirements
  • Coordinate the inspection work of other Lindahl Reed employees assigned to the project as construction inspectors.
  • Review and analyze contractor baseline schedules and schedule updates for compliance and reasonableness
  • Identify and communicate schedule risks, float consumption, and potential delays to the project team
  • Support the evaluation and negotiation of contract modifications and change orders
  • Assist with project cost tracking and earned value analysis as required
  • Serve as the primary point of contact between the construction contractor, NOAA, USCG, and Lindahl Reed program management
  • Prepare and deliver regular written and verbal project status reports, including weekly reports, monthly progress reports, and issue logs
  • Facilitate coordination meetings and document action items and decisions
  • Support project closeout activities including punch list development, final inspections, and contract closeout documentation
