Office Engineer

Luster National•Sacramento, CA
•$90,000 - $150,000

About The Position

Luster is seeking Office Engineers at various skill levels to support large, complex heavy-civil infrastructure programs, including highways, roads, bridges, bus and rail transit, international airports, and water/wastewater projects delivered through traditional and alternative methods. The roles run the construction office and maintain complete, current records for submittals, RFIs, contract documents, pay applications, and change documentation so decisions concerning payment, time, and entitlement can withstand later audits and claim reviews. Scope and complexity increase with experience level. This posting is for future roles rather than a specific current opening. Luster accepts applications and interviews candidates in advance of hiring needs. Selected candidates are added to the talent pool for this specialty and are notified first when a project need arises.

Requirements

  • Bachelor’s degree in civil engineering, construction engineering, construction management, engineering technology, or a related field, or an equivalent combination of education and experience.
  • At least 5 years of office engineering experience on large (over $500 million), complex heavy-civil infrastructure projects.
  • Experience administering submittal, RFI, and construction correspondence logs on an active construction program.
  • Working knowledge of contract documents, technical specifications, and construction drawings, and of how pay applications and change orders are documented against them.
  • Experience with industry-standard document management and project/construction management software, such as Procore, e-Builder, Primavera P6, Unifier, or Kahua.
  • Proficiency with Microsoft Office Suite/Office 365, including tools such as Outlook, Teams, Word, and PowerPoint.
  • Excellent written and verbal communication and interpersonal skills.
  • Excellent multitasking and organizational skills.
  • Collaborative mindset that fosters teamwork, trust, and positive relationships.
  • Curiosity, problem-solving abilities, and a commitment to continuous improvement.

Nice To Haves

  • Master’s degree in civil engineering, construction engineering, construction management, or engineering technology.
  • Active professional certifications such as CCM (CMAA), PMP (PMI), and/or CDT (CSI).
  • Experience running owner’s construction office records on a package exceeding $100 million in construction value.
  • Experience administering pay applications and progress payments on a program valued at $1 billion or more.
  • Experience assembling change order and claim documentation later relied on in negotiation, dispute review board, or audit.
  • Understanding of public agency procedures and contract compliance requirements, such as FTA, FAA, or state DOT requirements.
  • Experience with industry-standard labor compliance and document collaboration software, such as LCPtracker, B2GNow, Bluebeam Revu, or SharePoint.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

Responsibilities

  • Administer the program’s submittal and RFI processes by logging, distributing, and tracking items through technical review to documented responses within contractual review periods.
  • Maintain construction records, including contract documents, plans, specifications, addenda, and as-built markups, so current approved versions are in use.
  • Review pay applications and progress payment requests against verified quantities, approved schedules of values, and contract terms, and route them for approval.
  • Compile and track change order documentation, including entitlement records, independent estimate backup, and negotiation history.
  • Monitor contract compliance items, including insurance certificates, bonds, certified payroll, DBE participation, and permit conditions, and escalate lapses.
  • Coordinate document flow across active work areas and the contract packages they support.
  • Reconcile field records, daily reports, and quantity documentation against contractor submissions to support payment decisions and claim review.
  • Coordinate with contractors, designers, and agency staff to keep responses moving, and document review-cycle delays and their causes.
  • Prepare program progress reports, log summaries, and meeting minutes, and track open action items to closure.
  • Organize the project’s document-control structure, including naming conventions, version control, and retention.
