Under the supervision of the Data and Reporting (D&R) Manager, the Data and Technology Specialist (Program Specialist V) performs highly advanced (senior level) data and systems analysis work related to aging services for the Office of Area Agencies on Aging (OAAA). The Data and Technology Specialist works under minimal supervision with considerable latitude for the use of initiative and independent judgment. The position provides technical support for the statewide Information Management System (IMS) to facilitate efficient and accurate reporting of a substantial amount of data to federal and state entities. Ensures security and protection of sensitive information to include monthly review of system access. Performs activities related to the validation of performance data and conducts validation activities to ensure data accuracy. Assists in planning, scheduling, and coordinating submission of state and federal reports. Work involves developing and reviewing policies, procedures and rules, including all relevant federal guidelines, and interprets and prepares these in the form of formal guidance to program staff, stakeholders, and/or contractors. Provides technical assistance on an on-going basis via phone, email, and videoconference to subrecipients and contractors. Requirements

  • Knowledge of aging programs and service systems; Older Americans Act or other programs serving older individuals with knowledge in reporting requirements for federal and state entities.
  • Knowledge (technical) of information security practices and procedures.
  • Knowledge of relational databases.
  • Skill in reviewing, analyzing, and evaluating large volumes of data.
  • Skill in SQL, MS Access, advanced Excel, and other programming languages.
  • Skill in working with ticketing or help desk support requests.
  • Skill with prioritizing open or pending requests for information/assistance.
  • Skill in analyzing measures or indicators of program performance, program performance projections, and progress in meeting program goals.
  • Skill in establishing project goals and deliverables, managing multiple competing priorities, and tracking and monitoring project progress.
  • Skill in identifying problems, evaluating alternatives, and implementing solutions.
  • Skills in communicating verbally and in writing and presenting information publicly.
  • Ability to efficiently coordinate multiple projects, prioritize work and meet time frames.
  • Ability to exercise sound judgment, take initiative, work independently, and think innovatively.

  • Experience working collaboratively and communicating with internal and external stakeholders.

Responsibilities

  • Assists with accurate collection, analysis and reporting of program data derived from the statewide information management system.
  • Analyzes and interprets qualitative and quantitative data sets.
  • Coordinates activities related to data validation to ensure federal and state reporting is accurate, complete, and timely.
  • Completes complex internal and external data reporting to include analysis and evaluation of grant performance, service performance, performance metrics to include reviews/reports/evaluation activities associated with aging programs.
  • Conducts analysis of quarterly performance data to ensure accurate reporting of expenditure data and trends.
  • Develops, updates and/or maintains internal and external tools or application forms in consultation with internal and external stakeholders.
  • Ensures changes to processes, manuals, and tools are communicated appropriately to internal and external stakeholders.
  • Develops processes and procedures; generates internal and external data reports; and conducts data analysis.
  • Identifies opportunities for improving business processes through automation and assists in the preparation of proposals to develop system enhancements.
  • Participates in Business Impact Analyses and Security and Risk Assessments.
  • Serves as a subject matter expert in developing training materials and facilitating training for staff and partners on using IMS or other applications or tools related to the OAAA data.
  • Develops and reviews policies, procedures, and rules, including all relevant federal guidelines, and interprets and prepares these in the form of formal guidance to program staff, stakeholders and/or contractors.
  • Provides technical assistance on an on-going basis via phone, email, and videoconference to subrecipients and contractors.
  • Coordinates, maintains, and serves as the back-up for user account provisioning to include changes to end-user access and requests for division systems, applications, sites such as OAAA Information Management System and OAAA SFTP site.
  • Ensures compliance with all prerequisites, approvals, and requirements before provisioning access.
  • Ensures security and protection of sensitive information to include routine review of user permissions and deactivating and suspending inactive accounts.
  • Liaises with internal and external stakeholders to resolve issues relating to system access.
  • Performs other duties as assigned including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
