About The Position

The Campaign Finance Board (CFB) is seeking a Manager to lead its Neighborhoods Team. This team focuses on building trusted relationships with community-based partners and delivering in-language voter education in areas with historically low voter turnout. The role involves engaging voters who speak languages other than English (LOTE) in priority neighborhoods like South Brooklyn, Northcentral Queens, the South Bronx, and East New York. The team collaborates with community-based organizations, faith-based institutions, libraries, and local groups to share election information and conduct workshops on topics such as Why Vote, How to Vote, Voting Rights, Campaign Finance, and the CFB’s Matching Funds Program. The Manager will lead and support a team of neighborhood-based Coordinators, overseeing partnership building and education delivery across 13 languages. Responsibilities include managing engagement and education strategies for specific geographies, securing resources for community needs, refining strategy with the Deputy Director, managing budgets, measuring impact, and navigating internal collaborations. The role also involves cultivating high-profile relationships with coalitions, civic leaders, and institutions serving diverse immigrant populations. A key aspect of the role is setting the direction for curriculum, training, and development to ensure content is accurate, accessible, and relevant for LOTE speakers. This position requires strong leadership, organizational, communication, and collaboration skills, with experience managing multiple staff and diverse communities. Interpersonal skills, discernment, empathy, awareness, and self-accountability are crucial. The ideal candidate will be passionate about making voting, campaign contributions, and running for office inclusive for marginalized groups and possess an understanding of how systemic oppressions impact government systems.

Requirements

  • Knowledge of immigrant and LOTE community ecosystems, cross-sector organizations, coalitions, and civic engagement infrastructure across New York City priority neighborhoods.
  • Knowledge of partnership development models, including paid partnerships, multilingual engagement strategies, and community-based collaboration structures.
  • Knowledge of learning theory, adult education, and instructional design for community-based, multilingual, and nontraditional learning environments.
  • Knowledge of language access standards and best practices, including interpretation, translation, multilingual content delivery, and culturally responsive communication.
  • Knowledge of civic engagement systems, voter education, and barriers impacting immigrant communities and voters who speak a language other than English (LOTE) across NYC neighborhoods.
  • Expertise in facilitating and leading collaboration across diverse teams within the organization.
  • Data skills in systems including Salesforce and Excel for tracking neighborhood engagement performance, partnership outcomes, and education metrics, and translating insights into strategic decisions, reporting, and continuous program improvement.
  • High level of initiative and ownership in decision making and driving neighborhood engagement strategy, partnership development, and program execution.
  • Strategic stakeholder management and relationship building with high-profile partners to advance multilingual education and neighborhood engagement programs.
  • Quality assurance and content review, ensuring educational materials and outreach resources meet standards for accuracy, accessibility, cultural relevance, and multilingual engagement.
  • Ability to effectively manage day-to-day team operations, neighborhood engagement strategies, and program execution in alignment with unit, division, and agency priorities.

  • A bachelor’s degree from an accredited college including or supplemented by at least twelve-semester credits (or the equivalent of twelve-semester credits) in accounting, auditing, business or public administration, computer science, economics, finance, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related area of study and one year of satisfactory full-time experience in accounting, auditing (including compliance or investigative auditing), business or public administration, business analysis, computer science, database administration, economics, finance, fiscal or economic management or research, statistics, graphic design, personnel or human resources administration, user experience design, or a closely related field; or A four-year high school diploma or its educational equivalent and five years of experience as described in “1” above; or Education and/or experience equivalent to “1” above.

Nice To Haves

  • Experience working within or partnering with government agencies or public sector institutions, particularly in community engagement, civic participation, or public service.
  • Fluent in one or more of the following languages: Arabic, Bengali, Cantonese, Haitian Creole, Hindi, Korean, Mandarin, Polish, Punjabi, Spanish, Russian, or Urdu.
  • Located in and familiar with one of NYC Votes priority neighborhood clusters of South Brooklyn, East Brooklyn, South Bronx, and North Central Queens.

Responsibilities

  • Develop and oversee strategic plans for community engagement and education across priority neighborhoods.
  • Lead the Neighborhoods Team by overseeing program design, partnership recruitment, and day-to-day operations.
  • Manage engagement and education strategies across multiple languages and communities, leveraging data to tailor outreach approaches.
  • Collaborate cross-divisionally with Strategy, Product, and Operations (SPO), Data, Language Access, and Marketing & Digital Communications (MDC) to develop culturally relevant and impactful education strategies.
  • Cultivate and manage high-profile relationships with community-based organizations, local groups, coalitions, civic leaders, and government institutions serving LOTE speakers and NYC Votes Priority Neighborhoods.
  • Identify high-impact partnership opportunities and design collaborative initiatives.
  • Build and oversee Neighborhoods partnership portfolio in CRM, identify gaps, and implement relationship management and recruitment plans.
  • Set the strategic direction for educational programming, ensuring curriculum, workshops, and trainings are aligned with agency goals, accessible, and responsive to LOTE speakers.
  • Oversee and support staff in the planning and execution of community conversations, trainings, and workshops across diverse settings.
  • Ensure quality and accessibility of educational offerings by coordinating Language Access for interpretation and translation.
  • Guide staff collaboration with partner organizations, ensuring NYC Votes education content reflects community input, cultural relevance, and linguistic accessibility.
  • Lead the design and development of efficient internal processes to streamline operations.
  • Establish and maintain comprehensive Standard Operating Procedures (SOPs).
  • Proactively seek feedback from staff and initiate improvement initiatives for internal processes.
  • Lead, manage, and develop a team with varying levels of responsibility.
  • Ensure each team member has a tailored career development plan.
